改革开放以来中国行政体制改革目标研究

【摘要】：自1978年中国改革开放事业正式启幕以来，30余年间，，中国各项改革发展已经取得了巨大成就。中国社会转型、政治、经济、文化等体制转轨都在快速推进，中国在国际社会的影响力也越来越大。在中国的改革事业中，有关行政体制改革的问题，一直是社会关注的话题。行政体制改革是中国各项改革事业中的“关键部位”，是经济体制改革的瓶颈，也是政治体制改革的突破口。在事物发展过程中，目标往往决定了事物总体发展方向，是一切行为选择的前提，从根本上制约和决定着解决问题的措施与模式。就行政体制改革而言，其目标是行政系统应当努力达到的规格和标准，行政体制改革目标的确定对改革的成效往往起着先导性的决定作用。显然，对行政体制改革目标的研究具有重要意义。以改革开放为时间节点，自1982年第一轮行政体制改革至党的十八大前，共进行了六次大规模的改革。2013年又开启了新一轮改革。总体上说，历次改革目标明确、各有侧重，并基本取得了预期成效。尽管如此，纵观历次改革的目标，仍然存在不尽合理之处，如缺乏战略性、系统性和稳定性。本文从行政体制改革目标的内涵分析入手，从行政体制改革目标设计的应然范畴、价值取向和生态要素三个方面构建目标分析框架，同时在探讨行政体制改革目标相关理论的基础上，对中国历次行政体制改革的目标进行了较为系统的梳理、概括、分析和评价；为拓宽研究视野，概要介绍和分析了当代西方政府行政改革的目标选择以及对中国行政体制改革目标设计的借鉴与启示；基于上述分析，进一步提出对新时期中国行政体制改革目标的若干思考：主要涵盖全面深化改革总目标与中国行政体制改革目标关系探讨、新时期行政体制改革目标设定的原则与标准、政府角色的定位及目标实现保障等内容。
[Abstract]:Since 1978, the reform and opening up of China has been officially launched for more than 30 years, China's reform and development has made great achievements. China's social transformation, politics, economy. The transition of culture and other systems is advancing rapidly, and China's influence in the international community is growing. In China's reform, the reform of the administrative system is related to the issue. The reform of the administrative system is the "key part" of all the reform undertakings in China, the bottleneck of the reform of the economic system, and the breakthrough of the reform of the political system. In the process of the development of things, the goal often determines the overall direction of development of things, is the premise of all behavior choices, and fundamentally restricts and determines the measures and modes to solve the problems. As far as the reform of administrative system is concerned. The goal is the specification and the standard that the administrative system should strive to reach, and the determination of the goal of the administrative system reform often plays a leading and decisive role in the effect of the reform. It is of great significance to study the goal of administrative system reform. Taking the reform and opening up as the time node, from 1982 the first round of administrative system reform to the 18 Congress of the Party. A total of six large-scale reforms were carried out. In 2013, a new round of reform was launched. In general, the previous reforms have clear objectives, have their own emphases, and have basically achieved the expected results. The goals of previous reforms remain unjustified, such as lack of strategic, systemic, and stability. This article starts with the connotation analysis of the administrative system reform goal, constructs the target analysis frame from three aspects of the administrative system reform goal design, the value orientation and the ecological factor. At the same time, on the basis of discussing the relevant theory of administrative system reform, this paper systematically combs, generalizes, analyzes and evaluates the objectives of previous administrative system reform in China. In order to broaden the research field of vision, this paper briefly introduces and analyzes the target choice of the contemporary western government administrative reform, as well as the reference and inspiration to the goal design of China's administrative system reform. Based on the above analysis, the author puts forward some thoughts on the goal of China's administrative system reform in the new period: it mainly covers the relationship between the overall goal of comprehensively deepening the reform and the goal of China's administrative system reform. In the new period, the principles and standards of administrative system reform goal, the orientation of government role and the guarantee of goal realization are discussed.
