扩大农民消费支出的财政政策研究

【摘要】：我国是一个农业人口大国，农民的消费水平直接制约着我国居民的总体消费水平。当前，我国农民的总体消费水平偏低、消费结构不合理、城乡消费差距在不断扩大，农村市场的消费潜力还没有被激发出来，这严重影响了我国总体消费水平的提高，不利于拉动我国的经济增长。财政政策体现了一个国家未来的政治、经济、社会政策走向，农民消费水平的提高离不开政府财政政策的大力支持。财政政策如何影响居民消费问题的研究一直是学术界讨论的重点，，也是各国政府普遍关注的焦点，本文在借鉴众多专家学者理论的基础上，结合我国农民消费支出的特点，阐述了财政政策扩大农民消费支出的理论基础及传导机制，并运用实证分析的方法对目前财政政策扩大农民消费支出的效果进行了分析，找出了目前我国扩大农民消费支出的财政政策存在的相关问题，并据此提出了相关的政策建议，以期能有效提高我国农民的消费水平。全文共分五部分，第一部分是导论，主要介绍了选题背景、选题意义、国内外文献综述、研究的内容与方法、创新点与不足。第二部分是扩大农民消费支出的财政政策的理论分析，该部分首先对农民消费支出、财政政策进行了相关概念界定。其次分析了我国农民消费支出的特点。再次论述了财政政策扩大农民消费支出的理论基础。最后阐述了财政政策扩大农民消费支出的作用机理。第三部分是扩大农民消费支出的财政政策的实证分析。该部分首先阐述了目前我国促进农民消费支出的财政政策。其次对目前财政政策扩大我国农民消费支出的效果进行了分析。第四部分分析了目前我国扩大农民消费支出的财政政策存在的问题及原因；第五部分是扩大我国农民消费支出的财政政策建议。
[Abstract]:China is a large agricultural population, the consumption level of farmers directly restricts the overall consumption level of Chinese residents. At present, the overall consumption level of farmers in China is on the low side, the consumption structure is unreasonable, and the gap between urban and rural consumption is constantly expanding. The consumption potential of the rural market has not yet been stimulated, which has seriously affected the improvement of the overall consumption level of our country and is not conducive to stimulating the economic growth of our country. The fiscal policy reflects the future political, economic and social policy direction of a country. The improvement of farmers' consumption level can not be separated from the strong support of the government's fiscal policy. The research on how fiscal policy affects residents' consumption has always been the focus of discussion in academic circles and the focus of the governments of all countries. Based on the theories of many experts and scholars and the characteristics of Chinese farmers' consumption expenditure, this paper expounds the theoretical basis and transmission mechanism of the fiscal policy to expand the peasants' consumption expenditure. Using the method of empirical analysis, this paper analyzes the effect of the current fiscal policy to expand the peasants' consumption expenditure, finds out the problems existing in the current fiscal policy of expanding the peasants' consumption expenditure in China, and puts forward some relevant policy suggestions accordingly. In order to effectively improve the level of consumption of farmers in China. The paper is divided into five parts. The first part is the introduction, which mainly introduces the background of the topic, the significance of the topic, the literature review at home and abroad, the contents and methods of the research. The second part is the theoretical analysis of the fiscal policy to expand the farmers' consumption expenditure. This paper defines the relevant concepts of fiscal policy. Secondly, it analyzes the characteristics of Chinese farmers' consumption expenditure, and then discusses the theoretical basis of fiscal policy to expand peasants' consumption expenditure. Finally, it expounds the fiscal policy to expand farmers' consumption expenditure. The third part is the empirical analysis of the fiscal policy to expand the peasants' consumption expenditure. This part firstly expounds the current fiscal policy of promoting the peasants' consumption expenditure in China. Secondly, it expands the current fiscal policy of our country. Part 4th analyzes the existing problems and reasons of the current fiscal policy of expanding peasant consumption expenditure in China. The 5th part is the financial policy suggestion of expanding the consumption expenditure of farmers in our country.
