社交媒体在“阿拉伯之春”中的社会动员作用

【摘要】：进入21世纪以来,互联网技术创新所带来的第三次科技革命给世界政治、经济、安全等各领域的发展带来了深刻的变革,国际关系也因信息革命而取得了崭新的变化。随着科学技术的发展,社交媒体的出现不仅在日常生活中扮演了重要角色,而且也成为全球政治发展中的重要传播载体和信息媒介,并以此形成了强大的社会动员力。作为国际关系中重要一环的中东地区,同样不可避免地受到了社交媒体的这种作用影响。2010年年底,一场突如其来的政权更迭运动引爆整个中东北非区域,西方媒体称之为“阿拉伯之春”或“阿拉伯的觉醒”。这场以“争取权利”和“改善经济”为口号的社会运动,在中东多国发生流血冲突甚至是内战,一批在中东地区叱咤多年的政治强人纷纷下台。值得注意的是,这场自下而上的政治运动发起之初,正是依靠以互联网为基础的社交新媒体进行串联和宣传的。研究表明,社交媒体至少在“阿拉伯之春”中发挥了抗议活动的组织工具、充当公民情感发泄的重要平台以及将抗议意识推延至地区乃至全球这三个方面的作用。然而技术历来是把“双刃剑”,它并不具备任何政治倾向。经过更深一步的探究发现,社交媒体在推动“阿拉伯之春”运动中发挥至关重要作用的同时,其应用却又难以助力革命者达到革命的最终目标——推进整个国家发展的进程。但不可忽视的是,社交媒体正给予世界一种观察政治事件的全新视角,它也越来越成为国家执政者必须面对的新常态。因此,在全球信息技术革命的大背景下,如何利用网络新媒体正确引领舆论维护国家稳定,如何提高国家网络安全,制定国家信息安全战略、维护地区平稳有序发展,便显得格外重要,这也是本文的研究价值和意义所在。
[Abstract]:Since 21th century, the third technological revolution brought about by Internet technology innovation has brought profound changes to the development of world politics, economy, security and other fields. International relations have also undergone new changes as a result of the information revolution. With the development of science and technology, the emergence of social media has not only played an important role in daily life, It has also become an important medium of communication and information in the development of global politics, and thus formed a powerful social mobilization force. As an important part of international relations, the Middle East region, It was also inevitably affected by the role of social media. At the end of 2010, a sudden regime change erupted throughout the Middle East and North Africa region. The Western media have called it the "Arab Spring" or "the Arab Awakening." this social movement, with the slogan "fighting for rights" and "improving the economy," has led to bloody conflicts and even civil wars in many countries in the Middle East. A group of powerful political figures who have been in power in the Middle East for many years have stepped down. It is worth noting that this bottom-up political movement was launched with the help of new social media based on the Internet. Research shows that. Social media used at least a tool to organize protests in the Arab Spring. Serving as an important platform for citizens to vent their emotions and pushing protest consciousness to the regional and global levels. Yet technology has historically been a double-edged sword, with no political inclination. While social media play a vital role in promoting the Arab Spring, its application has not helped revolutionaries achieve the ultimate goal of the revolution-the process of advancing the development of the entire country. Social media is giving the world a new perspective on political events, and it is increasingly becoming a new normal for national rulers. So, in the context of the global information technology revolution, How to use new network media to correctly guide public opinion to maintain national stability, how to improve national network security, formulate national information security strategy, and maintain the smooth and orderly development of the region will become particularly important. This is also the value and significance of this study.
