当代澳大利亚华人参政研究

【摘要】:随着全球化的不断发展,移民现象已成为当今世界极为普遍的社会现象。海外华人既是居住国政治、经济、文化等领域的积极参与者,也是居住国与祖籍国交往联系的桥梁。澳大利亚是亚太地区最重要的移民国家之一,不仅和英美等欧美国家有传统联系,在地理位置上又位于亚太地区,与亚洲特别是东南亚国家关系紧密。如今,华人移民已成为澳大利亚第三大海外移民群体,拥有雄厚的经济实力和大量高层次人才,为澳大利亚推行多元文化政策和社会发展建设作出了大量贡献。而政治是经济的集中表现,更是体现澳大利亚华人社会地位的重要标志。本文将澳大利亚华人移民作为研究对象,主要论述和分析了当代澳大利亚华人参政情况。 华人移民澳大利亚走过了漫长曲折的过程,本文第一部分主要讨论了1972年澳大利亚废除“白澳政策”实施多民族和多元文化政策后,大量的香港、东南亚华人移民和中国改革开放以后来自大陆的华人移民给澳大利亚的华人人口结构和基本社会特征带来的变化,并从经济、人文和政治不同方面简单论述了澳大利亚华人对中澳关系的积极影响;第二部分将澳大利亚华人按照参政主体分为普通华人、华人精英和华人社团,分别讨论他们的参政方式,分析其特点;第三部分根据前文研究和笔者亲身感触,指出了当前澳大利亚华人参政存在的不足与障碍;第四部分针对当前澳大利亚华人参政存在的不足和障碍提出相应的建议。 一般来说,族裔的人口结构及数量、受教育程度、职业选择分布等表现社会经济地位的指标通常与其参政水平成正比。本文试图将澳大利亚华人参政作为突显华人社会地位变化的重要表现形式,把人口变化、居住分布、受教育程度、职业选择等视为影响当代澳大利亚华人参政议政的关键因素,探讨不同参政主体参政方式、特点和不足,并针对不足提出建议。其中,在不同参政主体中重点关注华人精英的参政方式和特点,他们是最能表现华人参政发展程度的群体。同时探究澳大利亚华人参政对维护华人权益、帮助华人全方面的融入当地社会、以及对推动中澳关系紧密发展的特殊作用。 本文认为澳大利亚华人移民是澳大利亚不可忽视的重要群体,在仍然或明或暗存在于澳大利亚社会中的种族歧视和偏见的情况下,华人如何消除当前参政中存在的不足和障碍,积极主动参政议政,推动澳大利亚华人参政发展到一个新的高度,这也是本文研究的目的。展望未来,澳大利亚华人参政前景广阔。
[Abstract]:With the continuous development of globalization, the phenomenon of immigration has become a very common social phenomenon in the world today. The overseas Chinese are both active participants in the political, economic, cultural and other fields of their countries of residence. Australia is one of the most important immigration countries in the Asia-Pacific region. It not only has traditional ties with Europe and the United States, such as the United States and the United States, but also is geographically located in the Asia-Pacific region. Close ties with Asian countries, especially Southeast Asian countries. Today, Chinese immigrants have become Australia's third largest group of overseas immigrants, with strong economic strength and a large number of high-level talents. Has contributed a lot to Australia's multicultural policy and social development. Politics is a concentrated expression of the economy. It is also an important symbol of the social status of the Australian Chinese. This paper takes the Australian Chinese immigrants as the research object, mainly discusses and analyzes the political participation of the contemporary Chinese in Australia. The first part of this paper mainly discusses the large number of Hong Kong after Australia abolished the "White Australia Policy" in 1972 and implemented the policy of multi-nationality and multiculturalism. The changes brought about by Chinese immigrants from Southeast Asia and Chinese immigrants from mainland China to the Chinese population structure and basic social characteristics of Australia since the reform and opening up of China, and from the economic perspective, Different aspects of humanities and politics briefly discuss the positive influence of Australian Chinese on Sino-Australian relations. The second part divides Australian Chinese into ordinary Chinese, Chinese elite and Chinese community according to the main body of political participation, and discusses their ways of participating in politics, respectively. The third part points out the shortcomings and obstacles of the Chinese participation in politics in Australia according to the previous research and the personal feelings of the author; In the 4th part, the author puts forward some suggestions on the problems and obstacles of Chinese participation in politics in Australia. In general, the demographic structure and number of ethnic groups, their educational attainment, The indicators of social and economic status, such as career choice distribution, are usually directly proportional to their level of participation in politics. This paper attempts to take Australian Chinese participation in politics as an important manifestation to highlight the changes in the social status of Chinese people. The educational level and career choice are regarded as the key factors influencing the participation of Chinese in politics and politics in contemporary Australia, and the ways, characteristics and deficiencies of different subjects of political participation are discussed, and some suggestions are put forward to solve these problems. Among the different political participants, they focus on the ways and characteristics of the Chinese elite to participate in politics. They are the groups that can best express the degree of development of Chinese participation in politics. At the same time, it is explored that Australian Chinese participation in politics will protect the rights and interests of the Chinese. To help the Chinese to integrate into the local society, and to promote the close development of Sino-Australian relations. This paper holds that the Chinese immigrants from Australia are an important group which can not be ignored in Australia, under the condition that racial discrimination and prejudice still exist in Australian society, How to eliminate the shortcomings and obstacles existing in the current political participation, how to actively participate in politics and discuss politics, and how to promote the Chinese participation in politics in Australia to a new height, which is also the purpose of this paper. Look forward to the future. There is a bright future for Australian Chinese to participate in politics.
