【摘要】：随着经济的发展和社会文明程度的提高,城市发展面临的问题越来越多,城市环境卫生问题也逐渐显露。目前,城市环境卫生的发展远远滞后于城市政治、经济、文化等方面的发展,以政府为主体的单中心环卫治理模式难以满足公众对高质量环境卫生的需求,以政府为主导,市场、社会多方参与的多中心治理模式更符合发展趋势。因此,从多中心治理的角度出发,考察不同主体在环境卫生治理中的行为效果具有重要的研究意义。本文正是基于此背景,针对秦皇岛市区环境卫生多中心治理进行研究。首先,对环境卫生多中心治理理论方面的阐述,介绍了研究背景、研究意义以及国内外研究现状。同时阐述了环境卫生的含义、基本特征和相关理论,为后文的分析提供理论基础。其次,对秦皇岛市区环境卫生的现状进行概述,并从政府管理、市场作业、社会参与三个方面分析了秦皇岛市区环境卫生治理现状。再次,对秦皇岛市区环境卫生多中心治理状况进行评价,从对环境卫生产生影响的行为主体出发,以政府管理、市场作业、社会参与为一级指标构建指标体系,运用层次分析法确定指标权重,以实际调研数据为基础,通过模糊综合评价法对秦皇岛市区环境卫生多中心治理的行为效果进行评价,得出最终评价结果。最后,从政府、市场、社会三个层面分别提出了完善多中心治理的具体实施策略,以改善秦皇岛市区环境卫生状况,使城市面貌得到提升。
[Abstract]:With the development of economy and the improvement of social civilization, urban development faces more and more problems, and the problems of urban environmental sanitation are gradually revealed. At present, the development of urban environmental sanitation lags far behind that of urban politics and economy. With the development of culture and other aspects, the single-center sanitation governance model with the government as the main body is difficult to meet the needs of the public for high-quality environmental hygiene. Therefore, it is of great significance to study the behavioral effects of different subjects in environmental health governance from the perspective of polycentric governance. This paper is based on this background. First of all, the theory of environmental health multi-center governance is expounded, the research background, research significance and research status at home and abroad are introduced. At the same time, the meaning of environmental sanitation is expounded. The basic characteristics and relevant theories provide the theoretical basis for the later analysis. Secondly, the present situation of environmental hygiene in Qinhuangdao urban area is summarized, and from the government management, market operation, Social participation in three aspects of the analysis of Qinhuangdao urban environmental health governance status. Thirdly, the evaluation of Qinhuangdao city environmental health multi-center governance, starting from the impact on environmental health behavior, with the government management, Market operations, social participation for the establishment of indicators for the index system, the use of Analytic hierarchy process to determine the weight of indicators, based on actual research data as the basis, Through the fuzzy comprehensive evaluation method to evaluate the behavior effect of environmental hygiene multi-center governance in Qinhuangdao urban area, the final evaluation results are obtained. Finally, from the government, the market, In order to improve the environmental health situation of Qinhuangdao city and improve the city appearance, the author put forward the concrete implementation strategies of perfecting the multi-center governance in the three levels of society.
