【摘要】：2012年5月,普京再次入主克里姆林宫,亚太地区成为新普京时期俄罗斯外交的重要方向,东北亚安全在俄罗斯亚太外交政策中具有特殊的地位。东北亚作为亚太地区重要的次区域,是全球经济、政治最为活跃的地区,以朝鲜半岛问题为核心的大国竞争和领土争端造成东北亚安全局势的持续紧张。俄罗斯在东北亚地区涵盖其东部的远东和贝加尔地区,俄罗斯该地区自然资源丰富,但经济社会发展水平落后。俄罗斯远东经济开发战略,已成为新时期国家发展经济和均衡地区发展水平差距的重点。乌克兰危机对俄罗斯的经济、外交和政治的影响巨大,对俄罗斯的安全提出严峻的挑战,俄罗斯西部安全受到北约的直接军事威胁,俄罗斯在外交、政治和经济上更加依赖亚太地区,东北亚地区的战略地位上升。俄罗斯更加注重东部太平洋方向的区域安全,尤其是远东地区的安全,以东北亚地区安全为保障实现俄在亚太地区的政治经济利益。俄罗斯在东北亚地区的安全问题主要来源于内部安全问题和外部威胁的挑战。远东地区主要面临人口安全威胁,地区经济社会发展落后,地方和民族的分裂倾向,外部威胁主要来自美日军事威胁,日本对俄罗斯领土的诉求,朝鲜半岛问题对俄罗斯东部边境地区安全的影响。维护东北亚地区和平稳定,发展远东地区经济,参与亚太经济一体化进程,保障俄罗斯远东地区的社会稳定是俄罗斯东北亚安全政策的主要目标。以合作安全为新的发展理念,以双边政治关系改善促进经济合作,以经济发展促进地区安全稳定。具体以军事安全保障为基础,加强双边政治关系为纽带,以经济开发合作为主要手段是俄罗斯实现东北亚安全的主要措施。普京新时期的俄罗斯实施东北亚安全政策对地区安全和经济合作都产生了积极影响。从地区和国家关系上维度看,维护了东北亚地区安全局势的基本稳定,特别是朝鲜半岛形势的稳定,尤其是对朝鲜的政策良性走向产生积极的影响。俄罗斯能源为区域经济发展注入新动力,远东经济开发战略,为地区经济提供新的增长点,促进了东北亚地区的多边经济合作。俄罗斯的东北亚安全政策对中国的影响作用巨大,促进中俄关系的全面发展,经济区域合作更加务实,政治关系更加深化,军事能源合作深层次发展,对中国在地区制衡美国霸权,维护半岛局势稳定都产生积极的意义。
[Abstract]:In May 2012, Putin again took over the Kremlin, and the Asia-Pacific region became an important direction of Russian diplomacy during the new Putin period. Security in Northeast Asia has a special position in Russia's Asia-Pacific foreign policy. As an important subregion in the Asia-Pacific region, Northeast Asia is the region with the most active global economy and politics. Competition among the major powers and territorial disputes at the core of the Korean Peninsula issue has caused continuing tension in the security situation in North-East Asia, where Russia covers its eastern far East and Baikal regions, which are rich in natural resources. However, the level of economic and social development is backward. The strategy of economic development in the Russian far East has become the focus of the national economic development and balanced regional development level gap in the new period. The crisis in Ukraine has a tremendous impact on Russia's economy, diplomacy and politics. It poses a serious challenge to Russia's security. The security of western Russia is directly threatened by NATO, and Russia is more dependent on the Asia-Pacific region in terms of diplomacy, politics and economy. The strategic position of Northeast Asia has risen. Russia pays more attention to regional security in the eastern Pacific, especially in the far East. Taking the security of Northeast Asia as the guarantee to realize Russia's political and economic interests in the Asia-Pacific region. Russia's security problems in Northeast Asia mainly stem from the challenges of internal security problems and external threats. The far East region is mainly faced with population security threats. The backward economic and social development of the region, the separatist tendency of the local and ethnic groups, the external threat mainly from the military threat of the United States and Japan, and Japan's demand for Russian territory, The impact of the Korean Peninsula issue on the security of the eastern border region of Russia. To maintain peace and stability in Northeast Asia, to develop the economy of the far East, and to participate in the process of economic integration in the Asia-Pacific region. Ensuring social stability in the Russian far East is the main objective of Russia's security policy in Northeast Asia. Taking cooperative security as a new concept of development, improving bilateral political relations and promoting economic cooperation, To promote regional security and stability through economic development, specifically based on military security, and to strengthen bilateral political relations as a link, Taking the economic development cooperation as the main means is the main measure for Russia to realize the security in Northeast Asia. Putin's implementation of the Northeast Asia security policy in the new period has had a positive impact on regional security and economic cooperation. In terms of national relations, It has maintained the basic stability of the security situation in Northeast Asia, especially the stability of the situation on the Korean Peninsula, in particular, has had a positive impact on the positive direction of the DPRK's policy. Russian energy has injected new impetus into regional economic development. The strategy of economic development in the far East provides a new growth point for the regional economy and promotes multilateral economic cooperation in Northeast Asia. Russia's Northeast Asia security policy has a tremendous impact on China and promotes the overall development of Sino-Russian relations. Economic and regional cooperation is more pragmatic, political relations are deepening, and military energy cooperation is developing at a deeper level, which has a positive significance for China to check and balance American hegemony in the region and to maintain stability on the peninsula.
