“一带一路”框架下中国的清洁能源外交——契机、挑战与战略性能力建设

【摘要】：清洁能源外交是为了保障国家绿色能源安全并推进能源转型,实现区域清洁能源善治,以及构建国际能源治理新秩序所采取的外交协作战略。中国的"一带一路"建设为加快清洁能源产业"走出去"注入了内部动力,沿线国家的绿色能源发展需求不仅是清洁能源外交的外部推力,也创造了资源互补、产能优化及绿色融资平台,这些都为中国清洁能源外交提供了新契机。针对目前清洁能源外交面临的政治经济安全风险、大国地缘博弈、生态脆弱性挑战以及政策标准的差异性等各种制约性因素,中国应全方位提升战略性能力建设,分别从绿色外交实力、制度性能力、资源协调能力、绿色金融引领力以及话语性能力这五个方面来推动中国清洁能源外交,并以此为契机推进"一带一路"绿色命运共同体的建设。
[Abstract]:Clean energy diplomacy is to protect national energy security and promote green energy transformation, to achieve regional clean energy and good governance, the establishment of new international order energy governance taken by foreign collaboration strategy. In view of the current political and economic security risk sources of clean energy diplomacy faces, big geopolitical game, differences in various ecological vulnerability challenges and policy standards restrictive factors, Chinese should enhance all-round strategic ability construction, separately from the green diplomatic power system capacity, resource coordination ability, green finance Guide These five aspects of leading force and discourse ability to promote Chinese clean energy diplomacy, and as an opportunity to promote the construction of "The Belt and Road" green community of destiny.
