社会组织发展背景下国家安全问题研究

【摘要】：社会组织的发展是弥补政府失灵和市场失灵的重要路径.随着经济发展和社会进步，社会组织在社会政治经济和人民群众生活等方面的影响越来越深入，其作用也越来越受到社会的关注。党的十六大以来，党中央把社会组织发展放到了加强和创新社会管理格局的高度。积极引导社会组织进行自身能力建设，提高社会服务能力，完善社会组织的管理创新。与此同时，社会组织发展过程中对国家安全带来的问题，成为当前我国社会管理创新的重要组成部分。鉴于此，本文基于国家与社会关系理论、非传统安全理论、新安全理论等，合理界定了社会组织和国家安全这两个核心概念的定义及内涵，国内外学界对社会组织和国家安全问题的探讨，我国社会组织的兴起及发展趋势，社会组织对国家安全的积极作用与带来的挑战等。由于社会组织挑战了传统的国家权威至上模式、政府对社会组织监管存在不足、西方利用社会组织对华进行西化和分化、国内社会组织自身发展不成熟等原因，社会组织对国家安全带来了政权安全、政治安全、文化安全、经济安全、社会安全等全方位的威胁。在借鉴了美国、俄罗斯、印度等国家加强社会组织管理保障国家安全的经验之后，本文提出了我国目前应加强社会组织管理以保障国家安全的建议，分别从加强对社会公众的国家安全教育、加强对社会组织的监管、防止西方利用社会组织对华进行“颜色革命”、加强政治主权安全、提高维护经济社会安全能力、建立健全相关法律法规体系等多个方面进行了对策建议的思考，，希望这些建议能够对当前加强社会管理创新以确保国家安全起到积极的作用，也希望本文对社会组织冲击国家安全问题的尝试性研究能够为学界深入开展此方面的研究提供帮助，如此，在加强社会组织管理创新，发挥社会组织积极作用的同时，也能够有效维护国家安全和国家利益。
[Abstract]:The development of social organization is an important way to make up for the failure of government and market. With the development of economy and society, the influence of social organization on social politics, economy and people's life is getting deeper and deeper. Since the 16th National Congress of the Party, the CPC Central Committee has put the development of social organizations at the height of strengthening and innovating the pattern of social management. It has actively guided social organizations to carry out their own capacity-building and improve their ability to provide social services. At the same time, the problems brought about by the development of social organizations to the national security have become an important part of the current social management innovation in China. In view of this, based on the theory of state-social relations, non-traditional security theory and new security theory, this paper reasonably defines the definition and connotation of the two core concepts of social organization and national security. The research on social organization and national security, the rise and development trend of social organization in China. The positive role and challenges of social organizations to national security. Because social organizations have challenged the traditional mode of supremacy of state authority, the government has insufficient supervision over social organizations, and the West has used social organizations to westernize and divide China. Domestic social organizations are not mature in their own development. Social organizations have brought about omni-directional threats to national security, such as regime security, political security, cultural security, economic security, social security and so on. They have drawn lessons from the United States and Russia. After the experiences of India and other countries in strengthening the management of social organizations to ensure national security, this paper puts forward some suggestions that our country should strengthen the management of social organizations in order to safeguard national security, respectively, from strengthening the national security education to the public. Strengthen supervision of social organizations, prevent the West from using social organizations to carry out "color revolutions" against China, strengthen political sovereignty and security, and improve the ability to safeguard economic and social security. It is hoped that these suggestions can play a positive role in strengthening social management innovation to ensure national security. It is also hoped that this paper's tentative research on social organizations' impact on national security can help the academic circles to carry out in-depth research in this area. Thus, while strengthening the innovation of social organization management and giving play to the positive role of social organizations, It can also effectively safeguard national security and national interests.
