拉萨市电子政务建设研究

【摘要】：随着信息化的发展，市、县级基层政府作为公共服务的前沿阵地越来越受到各级政府的重视，，国家电子政务建设开始逐渐向市、县级基层政府延伸。拉萨市作为西藏自治区的首府，在国家和西藏“十二五”规划的指导下，正紧紧抓住这一发展的重要机遇，加快建设区域性信息中心。电子政务建设作为信息化建设的一个重要环节，不但有利于提高政府行政效率、转变职能，而且对西藏全区经济开放和发展都具有积极意义。本文运用文献法、对比法、归纳法和实证分析法等研究方法，首先阐述了电子政务的定义、构成要素和特征；其次，对电子政务研究的相关文献进行了梳理，并介绍了国内外电子政务建设的现状；然后着重阐述了拉萨市电子政务的发展情况，指出拉萨市电子政务建设存在的问题及制约因素；最后，通过对国内外电子政务建设经验的总结，找出拉萨市电子政务建设的借鉴点，同时结合拉萨实际，对如何加快拉萨市电子政务建设进行了分析，提出对策建议。本文将更多的关注点集中在特殊的政治、经济、社会和文化环境下，拉萨市电子政务建设的特殊性，尝试在解决问题的基础上，确定适宜拉萨发展的目标，建立电子政务顶层设计框架和发展水平测评体系，为拉萨市提升公共服务能力和水平建言献策。
[Abstract]:With the development of information technology, governments at all levels pay more and more attention to the grass-roots government at the city and county level as the front position of public service, and the construction of national e-government begins to gradually move to the city. As the capital of the Tibet Autonomous region, Lhasa, under the guidance of the state and Tibet's 12th Five-Year Plan, is firmly seizing this important opportunity for development. As an important link of information construction, E-government construction is not only conducive to improving the administrative efficiency of the government and changing its functions, but also has positive significance for the opening up and development of the economy of the whole Tibet region. This article uses the literature method, the contrast method, the induction method and the positive analysis method and so on research method, first elaborated the electronic government affairs definition, the constituent factor and the characteristic; secondly, has carried on the comb to the electronic government research related literature, It also introduces the current situation of E-government construction at home and abroad, then expounds the development of E-government in Lhasa, points out the existing problems and restrictive factors of E-government construction in Lhasa. By summing up the experience of E-government construction at home and abroad, this paper finds out the reference points of E-government construction in Lhasa, and analyzes how to accelerate the construction of E-government in Lhasa. This paper focuses more on the special political, economic, social and cultural environment, the particularity of the construction of electronic government affairs in Lhasa, and tries to determine the goal suitable for the development of Lhasa on the basis of solving the problems. The top level design frame and development level evaluation system of e-government are set up to offer advice for Lhasa to improve public service ability and level.
