新农村建设视阈下的农村民生建设研究

【摘要】：“水能载舟，亦能覆舟”，从我国几千年的兴衰历史来看，民生问题历来是一个国家和政权的根本问题，它关系着政权的稳固与否。我国自古就是农耕大国，农民可以说是我国历朝历代人口构成的主体。现今我国人口当中仍有约7亿农村人口，他们的生活与整个国家经济发展和社会主义现代建设进程息息相关。自党的十六届五中全会提出要按照“生产发展、生活宽裕、乡风文明、村容整洁、管理民主”的要求扎实推进社会主义新农村建设到目前，农村民生改善取得了明显成效，但仍没有从根本上解决农村民生落后的问题，城乡分化依然是当前我国所有社会矛盾的重中之重。本文从广义民生内涵着手，综合运用了文献阅读法、理论联系时间方法和历史与逻辑相统一的方法，按照历史逻辑的顺序阐述了我国农村民生建设的思想基础，从政治、经济、文化、社会、生态等方面分析了当前农村民生建设工作出现的问题及原因，并提出了相应的改善对策。本文共分为四个部分：第一章为引言，阐述了本论文选题的背景及意义，介绍了国内学者关于本选题的研究情况，介绍了本文使用的研究方法、思路、重点难点和可能的创新之处；第二章为农村民生的理论概述部分，介绍了民生的历史由来和民生农村民生思想的历史渊源，按照时间脉络从古到今，引出中国共产党先进的农村民生建设思想，并阐述了农村民生建设的重要意义和建设原则；第三章是对农村民生建设的现状的分析，首先是阐述了新农村建设至今取得的几项主要的成就，包括了收入、就业，基础设施、民主意识等方面，然后分析了农村民生建设还存在的问题，最后从思想、制度和客观现实三个方面分析了原因；第四章是文章的重点，本章在上述章节的基础之上，以新农村建设为指导思想，对新农村民生建设当中存在的迫切的问题提出了相应的改善对策，力图使新农村建设中的民生建设工作能从各个方面协调的发展进步。
[Abstract]:From the history of thousands of years of rise and fall of our country, people's livelihood has always been the fundamental problem of a country and a regime, and it has a bearing on the stability of the regime. China has been a big agricultural country since ancient times. The peasants can be said to be the main body of the population of the past dynasties of our country. There are still about 700 million rural people in the population of our country today. Their lives are closely related to the economic development of the whole country and the process of modern socialist construction. Since the Fifth Plenary session of the 16th Central Committee of the Party, it has been proposed that "production development, rich living, civilization of the countryside, clean appearance of villages," The demand of "management democracy" has steadily advanced the construction of a new socialist countryside. At present, the improvement of rural people's livelihood has achieved remarkable results, but it has still not fundamentally solved the problem of backward rural people's livelihood. The differentiation between urban and rural areas is still the most important part of all the social contradictions in our country. This paper starts with the broad meaning of people's livelihood, synthetically applies the method of literature reading, the method of connecting theory with time and the method of unifying history and logic. According to the order of historical logic, this paper expounds the ideological basis of the construction of people's livelihood in rural areas, and analyzes the problems and causes of the construction of people's livelihood in rural areas from the aspects of politics, economy, culture, society, ecology and so on. And put forward the corresponding improvement countermeasure. This paper is divided into four parts: the first chapter is the introduction, which describes the background and significance of the topic, introduces the domestic scholars on this topic, introduces the research methods and ideas used in this paper. The second chapter introduces the historical origin of people's livelihood and the historical origin of people's livelihood thought in rural areas. This paper introduces the advanced thoughts of the Communist Party of China on the construction of rural people's livelihood, and expounds the important significance and construction principles of the construction of rural people's livelihood. Chapter three is an analysis of the present situation of the construction of rural people's livelihood. First of all, it expounds several major achievements in the construction of the new countryside, including income, employment, infrastructure, democratic consciousness, etc. Then it analyzes the problems still existing in the construction of rural people's livelihood, and finally, from the perspective of thinking. The fourth chapter is the focus of the article, this chapter is based on the above chapters, with the new rural construction as the guiding ideology. This paper puts forward the corresponding improvement countermeasures to the urgent problems existing in the construction of the people's livelihood in the new countryside, and tries hard to make the construction of the people's livelihood in the construction of the new countryside develop and progress harmoniously from all aspects.
