社会基础理论视域下喀什地区农村文化建设研究

【摘要】：从2004年到2014年的十一年间的“中央一号”文件来看，都是在关注农业、农村、农民问题，这足以看出农村问题在中国特色社会主义事业发展过程中的重大作用。而农村文化建设作为对农民进行思想政治教育的一个有效载体，运用好农村社区文化和村镇文化将有利于增强思想政治教育的吸引力和渗透力，有利于思想政治教育作用的广泛实现，有利于提高人们的思想道德素质和科学文化素质，还有利于形成与社会主义现代化建设相适应的价值观。以文化为载体，将文化看作一个动态的过程，把农民思想政治教育的内容寓于文化建设之中。中国共产党第十八次代表大会指出：文化是民族的血脉，是人民的精神家园。全面建成小康社会，实现中华民族伟大复兴，必须推动社会主义文化大发展大繁荣，兴起社会主义文化建设新高潮，提高国家文化软实力，发挥文化引领风尚、教育人民、服务社会、推动发展的作用，农村文化建设的意义就不言而喻。喀什地区位于我国新疆维吾尔自治区的西南部地区，是我国向西开放的重要战略地区，也是连接我国与中亚地区政治、经济、文化交往的重要枢纽。同时作为我国连接中亚地区丝绸之路经济带、中巴经济走廊建设中的重要口岸，喀什地区又是2010年中央新疆工作座谈会后确定的第六个特殊经济开发区。还应该看到喀什地区作为少数民族聚居区，无论是社会经济的发展还是社会的建设都处于相对滞后的层面上。在喀什地区新农村建设中，农村文化起着连接农牧民同国家之间纽带作用，从这个角度上来看喀什地区农村文化建设研究不仅仅具有重大的理论意义，而且还具有着重要的现实意义。本文以分析中国农村问题的社会基础理论作为分析框架，在这个框架下，对于喀什地区农村文化建设的现状、喀什地区农村文化建设的瓶颈、喀什地区农村文化建设的对策进行了深入的探讨，力求以理论探索和实践调研相结合的方式，借鉴国内外对于农村文化建设的最新成果，突出了喀什地区的区域特色、民族特色，，从喀什地区农村文化建设现实需求出发，分别从喀什地区农村文化建设的维度界定到喀什地区农村文化建设的具体措施方面进行了深入的探讨，以期能够为喀什地区农村文化建设提供一定的理论支持和实践帮助。
[Abstract]:From the 11 years from 2004 to 2014, the "Central Committee No. 1" document shows that all of them are concerned about the problems of agriculture, rural areas and peasants, which is enough to show that the rural problems play an important role in the development of socialism with Chinese characteristics.The construction of rural culture as an effective carrier of ideological and political education for farmers, the use of rural community culture and village and town culture will be conducive to enhance the attraction and penetration of ideological and political education.It is beneficial to the wide realization of the function of ideological and political education, to the improvement of people's ideological and moral quality and scientific and cultural quality, and to the formation of values suitable to the socialist modernization construction.With culture as the carrier, culture is regarded as a dynamic process, and the content of peasants' ideological and political education is embedded in the cultural construction.The 18th Congress of the Communist Party of China pointed out that culture is the blood of the nation and the spiritual homeland of the people.In order to build a well-off society in an all-round way and realize the great rejuvenation of the Chinese nation, we must promote the great development and prosperity of socialist culture, raise a new climax of socialist cultural construction, enhance the soft power of the national culture, give play to the culture leading fashion, and educate the people.Serve the society, promote the role of development, the significance of rural cultural construction is self-evident.Kashi region is located in the southwest of Xinjiang Uygur Autonomous region. It is an important strategic region of our country to open to the west, and is also an important hub of political, economic and cultural exchanges between China and Central Asia.At the same time, as an important port in the construction of China-Pakistan economic corridor, Kashi is the sixth special economic development zone established after the Central Xinjiang work Symposium in 2010.It should also be seen that Kashi region, as a concentrated area of ethnic minorities, is lagging behind both in the development of social economy and in the construction of society.In the construction of new countryside in Kashi area, rural culture acts as a link between farmers and herdsmen and the country. From this point of view, the study of rural culture construction in Kashi region is not only of great theoretical significance.And also has important practical significance.This paper takes the social basic theory of analyzing the rural problems in China as the analysis frame, under this frame, regarding the present situation of rural cultural construction in Kashi area, the bottleneck of rural cultural construction in Kashi area,The countermeasures of rural cultural construction in Kashi area are discussed in depth, and the regional characteristics of Kashi region are highlighted by combining theoretical exploration with practical investigation and drawing lessons from the latest achievements of rural cultural construction both at home and abroad.Starting from the realistic needs of rural cultural construction in Kashi region, the ethnic characteristics are defined from the dimensions of rural cultural construction in Kashi area to the specific measures of rural cultural construction in Kashi region.In order to provide some theoretical and practical support for rural cultural construction in Kashi area.
