当代中国乡村精英的政治归属问题研究

【摘要】：我国是农业大国,三农问题一直是党和政府工作的重中之重。中国乡村社会的发展需要政策的扶持、城市的反哺、科技的植入,但更需要乡村社会中精英群体的带动。但是随着改革开放的逐步深入发展和社会主义市场经济的不断深化,加之乡村社会自治制度实行过程中弊病丛生,乡村精英群体外流严重。当前,乡村精英的政治归属成为影响乡村精英流动的重要因素之一。对于乡村精英流失问题,学术界众多学者从政治、经济、文化、社会等方面进行过探究,在此基础上,本文以政治归属作为研究视角,从政治权利、政治利益、政治情感和政治行动四个角度对乡村精英问题进行探讨。本文以X村为例,对乡村精英政治归属状况进行个案研究。通过研究X村乡村精英政治归属的现状,发现乡村政治建设中存在的问题,并对造成乡村精英政治归属程度普遍低下的原因进行深入分析,指出现有乡村权力结构对乡村精英群体排斥、乡村治理体系的不健全消解精英政治价值、经济利益导向解构精英群体存在、乡村精英群体事业成就机制缺失等是造成乡村精英政治归属感低的主要原因,以原因为根据,从构建体系完备的政治归属机制、提高基层民主运作的合法性和透明度、开展归属教育、启迪乡村精英的政治归属意识四个方面提出提高乡村精英政治归属的应对之策,从而重构乡村精英群体,为社会主义新农村建设储备人才。
[Abstract]:China is a large agricultural country, the issue of agriculture, rural areas and farmers has always been the top priority of the party and government work. The development of China's rural society needs the support of policy, the city's feedback and the implantation of science and technology, but it also needs the drive of the elite group in the rural society. However, with the deepening of reform and opening up and the deepening of socialist market economy and the maladies in the process of carrying out the autonomous system of rural society, the outflow of rural elite groups is serious. At present, the political ownership of the rural elite has become one of the important factors affecting the flow of the rural elite. As for the problem of the loss of rural elite, many scholars in academic circles have explored it from the aspects of politics, economy, culture, society, etc. On this basis, this paper takes the political attribution as the research angle, from the political rights, the political interests, etc. Political emotion and political action four angles to the rural elite issues are discussed. This article takes X Village as an example, carries on the case study to the village elite political ownership situation. By studying the status quo of the political attribution of village X village's rural elite, this paper finds out the problems existing in the construction of rural politics, and analyzes the causes of the low degree of rural elite's political ownership. It is pointed out that the existing rural power structure repels the rural elite groups, the imperfect rural governance system dissolves the elite political value, and the economic interests lead to deconstructing the elite groups. The lack of achievement mechanism of the rural elite group is the main reason for the low sense of political belonging of the rural elite. Based on the reasons, the legitimacy and transparency of the grass-roots democratic operation can be improved by constructing a complete political attribution mechanism. In order to reconstruct the rural elite group and reserve talents for the construction of the new socialist countryside, the author puts forward the countermeasures to improve the political belonging of the rural elite in four aspects: to carry out the attribution education and to enlighten the political belonging consciousness of the rural elite.
