我国生态文明建设语境中的政府生态责任问题研究

【摘要】：在全球性生态危机的现实压迫下,消解生态危机、构建生态文明成为当今世界普遍面临的重大难题。直面这一难题,党在十七大报告中提出:“建设生态文明,基本形成节约能源资源和保护生态环境的产业结构、增长方式、消费模式。”进而又在十八大报告中,将生态文明与政治、经济、文化、社会四种文明的建设并列,提出“五位一体”的社会主义特色发展模式,这是党首次把生态文明建设摆在了“建设中国特色社会主义”总体布局的高度来论述,是十八大的一项重要突破。生态危机是由诸多因素共同作用造成的,而在造成生态问题的诸多原因中,制度原因是其根源。在生态文明社会中,政府是社会制度的制定者,因此由于制度原因产生的生态问题无疑要由政府来承担相应责任,因此不免要涉及到对政府生态责任的问题的研究。所以进行政府生态责任相关问题的研究,毫无疑问是具有较强的理论意义和实践意义的。本论文共分为四部分,第一部分为相关理论研究,首先对生态文明的内涵和基本内容做了分析和总结,并对生态文明的实质做了相关研究。并在这些研究的基础上,提出了政府生态责任的概念。第二部分论述政府履行生态责任的现实必要性,即:可以改善生态环境、促进可持续发展,可以推动社会和谐良性发展等。并对政府履行生态责任的基础和原因进行了分析和归纳。第三部分主要阐述我国政府生态责任存在政府生态职能缺失,政府行政人员生态责任意识缺失以及生态监督机制失灵等问题,以及产生这些问题的原因,并以此为基础,作了具体阐述。第四部分首先论述我国政府生态责任体系构建要遵循的原则,政府应承担维护生态环境公平、履行生态监督职能等基本内容以及通过完善环境法律、鼓励公民参与以及建立合理的政府行政人员绩效评估体系等途径来构建我国的政府生态责任体系。
[Abstract]:Under the realistic oppression of the global ecological crisis, resolving the ecological crisis and constructing ecological civilization has become a major problem in the world. To face this problem, the Party put forward in the report of the 17th National Congress: "Building ecological civilization, basically forming the industrial structure, growth mode and consumption pattern of saving energy resources and protecting ecological environment." Furthermore, in the report of the 18th National Congress of the CPC, the construction of ecological civilization is juxtaposed with the construction of political, economic, cultural and social civilizations, and a "five-in-one" development model with socialist characteristics is put forward. This is the first time that the Party has put the construction of ecological civilization at the height of the overall layout of "building socialism with Chinese characteristics", and is an important breakthrough of the 18th National Congress of the CPC. The ecological crisis is caused by many factors, but the institutional reason is the root of the ecological problem. In the ecological civilization society, the government is the maker of the social system, so the ecological problems arising from the institutional reasons must undoubtedly be taken by the government to bear the corresponding responsibility, so the study of the ecological responsibility of the government is inevitably involved. Therefore, there is no doubt that the research on government ecological responsibility has strong theoretical and practical significance. This paper is divided into four parts. The first part is related theoretical research. Firstly, the connotation and basic content of ecological civilization are analyzed and summarized, and the essence of ecological civilization is studied. On the basis of these studies, the concept of government ecological responsibility is put forward. The second part discusses the realistic necessity for the government to fulfill its ecological responsibility, that is, it can improve the ecological environment, promote the sustainable development, and promote the harmonious and benign development of the society. At the same time, the foundation and reason of the government to fulfill the ecological responsibility are analyzed and summarized. The third part mainly expounds the problems of government ecological responsibility, such as the absence of government ecological function, the lack of consciousness of ecological responsibility of government administrators and the failure of ecological supervision mechanism, and the causes of these problems. The concrete elaboration is made. The fourth part first discusses the principles to be followed in the construction of government ecological responsibility system. The government should assume the basic contents of maintaining ecological environment equity, performing ecological supervision function and perfecting environmental laws. We should encourage citizen participation and establish a reasonable performance evaluation system for government administrators to construct our government ecological responsibility system.
