昆明市民族民间传统文化人才队伍建设研究

【摘要】:近年来,伴随着世界各国对民族民间传统文化的保护意识的日益增强,我国对民族民间传统文化的保护及民族民间传统文化人才队伍建设投入了许多关注,但由于人才队伍建设尤其是民族民间传统文化人才建设这一问题在我国发展的时间较短,人们对其认识还不全面,国内的有关理论研究还需进一步充实和扩展。云南省是一个多民族的省份,民族民间文化资源丰富,民族民间传统文化人才众多,作为云南省这样一个多民族省份的政治、经济文化中心,昆明市近几年一直都很重视民族民间传统文化人才队伍建设,并取得了很好的效果,但是在人才队伍建设方面,还受到现行体制机制的严重制约,人才总量较少,人才队伍活力不足,因此,对昆明市民族民间传统文化人才队伍的建设问题展开研究具有重要的理论意义和实践意义。 在这一背景下,本文首先对国内外关于民族民间传统文化人才队伍建设的相关情况进行梳理,勾画出当前的研究现状。在综合运用马克思主义人才理论及新时期党的人才理论并对现状进行分析的基础上,对昆明市民族民间传统文化人才的现状及问题产生的原因进行分析,通过分析,昆明市的民族民间传统文化人才的管理体制和工作机制的不完善,是制约人才队伍建设的主要原因。本文从民族民间传统文化人才的管理体制和工作机制两方面分析人才队伍建设存在的问题并提出相应的对策建议。管理体制方面,本文主要从党管人才的领导体制、管理方式和法制建设三方面进行研究探讨,工作机制方面,主要从人才的评价发现机制、培养开发机制、选拔任用机制、流动配置机制和激励保障机制几方面进行研究分析。 本文的创新之处在于:在目前理论界对民族民间传统文化人才的概念界定尚没有比较统一的定论的情况下,本文大量借鉴分析国内外研究成果,结合自己的工作实际,对民族民间传统文化人才的界定和分类给出自己的研究结论,然后,在对民族民间传统文化人才界定和分类的基础上,对昆明市民族民间传统文化人才队伍建设研究进行分析,提出对策建议,力求符合昆明市民族民间传统文化人才建设实际,能够为昆明市少数民族传统文化人才的管理提供一定的政策依据。
[Abstract]:In recent years, with the increasing awareness of the protection of national and folk traditional culture in the world, our country has put a lot of attention to the protection of national and folk traditional culture and the construction of national folk traditional culture talent team. However, because of the short time of the development of talent team, especially the construction of national and folk traditional culture talents, people still do not have a comprehensive understanding of it, and the relevant theoretical research in China needs to be further enriched and expanded. Yunnan Province is a multi-ethnic province with rich ethnic and folk cultural resources and numerous talents for traditional ethnic and folk culture. As a political, economic and cultural center of Yunnan Province, In recent years, Kunming has always attached great importance to the construction of national and folk traditional cultural talents, and has achieved good results. However, in the construction of talent ranks, it is also seriously restricted by the existing system and mechanism, and the total number of talents is relatively small. Therefore, it is of great theoretical and practical significance to carry out research on the construction of talent team of traditional national and folk culture in Kunming. Under this background, this article firstly combs the domestic and foreign related situation about the national folk traditional culture talented person troop construction, outlines the present research present situation. Based on the comprehensive application of Marxist theory of talents and the theory of talents of the Party in the new period and the analysis of the present situation, this paper analyzes the present situation and the causes of the problems of the talents of the national folk culture in Kunming. The imperfection of management system and working mechanism of traditional national and folk culture talents in Kunming is the main reason for restricting the construction of talent team. This paper analyzes the problems existing in the construction of talents from the aspects of management system and working mechanism of national and folk traditional cultural talents and puts forward corresponding countermeasures and suggestions. In the aspect of management system, this paper mainly studies and discusses the leadership system, management method and legal system construction of party management talents, the working mechanism, the evaluation and discovery mechanism of talents, the training and development mechanism, the selection and appointment mechanism. Flow allocation mechanism and incentive protection mechanism are studied and analyzed in several aspects. The innovation of this paper lies in the fact that there is no unified conclusion on the definition of traditional national and folk culture talents in the theoretical circle at present, this paper uses a large number of research results at home and abroad for reference, and combines with its own work practice. Then, on the basis of defining and classifying the talents of national and folk traditional culture, the author analyzes the construction of the talent team of national traditional culture in Kunming. The countermeasures and suggestions are put forward in order to conform to the reality of the construction of the traditional cultural talents of the minority nationalities in Kunming and to provide some policy basis for the management of the talents of the traditional culture of the minority nationalities in Kunming.
