服务型政府视角下崇左市基层政府职能转变研究

【摘要】：新时期新阶段，我国政府管理中出现了一种全新的政府管理理念和方式，这种新的理念要求政府必须进行转变，建立与客观环境相适应的服务型政府。基层政府是我国政府层级中最基层的政府，其职能的实施是否有效、行为是否规范直接影响着基层政府的其他各项建设。笔者将对基层服务型政府进行研究，充分剖析其职能转变的动态过程，立足广西崇左市，结合地方特点，研究服务型政府视角下基层政府职能转变的情况。本文通过对广西崇左市基层政府职能转变的研究，分析当前基层政府职能的状况，深入分析问题，借鉴国内其他地区基层政府职能转变的模式和成功案例，，用以指导崇左市基层政府职能的转变，结合实际情况，从转变目标、管理模式、管理理念、财政机制和人才机制等方面进行转变，推动基层政府职能转变和落实，为崇左市的政治、经济、文化、卫生、体育、社会建设等公共事业提供有力保障，实现崇左市基层政府职能角色和职能的转变。
[Abstract]:In the new era and new stage, a new concept and method of government management has emerged in our government management. This new idea requires the government to change and establish a service-oriented government suitable to the objective environment. Grass-roots government is the most basic level of government in our country. Whether the implementation of its functions is effective or not, and whether the behavior of the grass-roots government has a direct impact on the other construction of grass-roots government. The author will study the grass-roots service-oriented government, fully analyze the dynamic process of its function transformation, based on the city of Chongzuo, Guangxi, combined with the local characteristics, to study the transformation of grass-roots government functions under the perspective of service-oriented government. Based on the research on the transformation of grass-roots government functions in Chongzuo City, Guangxi, this paper analyzes the current situation of grass-roots government functions, deeply analyzes the problems, and draws lessons from the models and successful cases of grass-roots government functions transformation in other parts of China. To guide the transformation of government functions at the grass-roots level in Chongzuo City, and to promote the transformation and implementation of the functions of grass-roots governments in terms of changing objectives, management models, management concepts, financial mechanisms and talent mechanisms, in combination with the actual situation. It can provide a powerful guarantee for the public utilities such as politics, economy, culture, health, sports, social construction and so on, and realize the transformation of the role and function of the government at the grass-roots level in Chongzuo City.
