越南在中国—东盟区域合作中的交通枢纽建设研究

【摘要】:交通运输是影响区域经济发展、区域合作的重要因素,是保证经济活动正常运行的前提条件,是社会有序运行的重要支撑和保障。交通运输与区域经济发展之间的关系一直是经济学、政治学以及国际关系学等学科所关注的重要内容。越南1995年加入东盟,作为东盟最重要的成员国之一,越南一直积极推动东盟一体化进程,促进了东南亚的整体发展。越南在中国-东盟关系框架下,以独特的区域地理优势,充分发挥其连通中国与东盟的交通运输能力,积极主动参与中国与东盟的全面交流合作,为中国与东盟的关系发展和经济繁荣做出了重要贡献。 本论文由以下几个部分组成:第一部分是引言。引言部分主要介绍了研究的目的和意义,初步阐明了构建越南为中国—东盟区域合作的交通枢纽的国内外研究现状,研究思路和方法以及论文的创新之处。第二部分:交通运输发展与区域合作理论概述。通过对交通运输发展与区域发展和合作的辩证关系进行梳理,以世界上若干区域一体化成功模式的案例来进一步肯定交通基础设施发展对促进区域合作的重要作用。第三部分:关于中国与东盟的合作关系。通过全面梳理表明中国与东盟在政治、经济等领域上的合作关系得到了全面发展,取得了丰硕成果。然而不发达的交通基础设施,不整套和不畅通的陆路衔接已经阻碍了中国与东盟区域的合作。最后主要阐述越南优越地理位置以及使其成为区域合作的交通枢纽有利条件。最后是通过上述的梳理分析,提出把越南建构成为中国与东盟区域合作的交通枢纽的措施。 冷战结束后,掀起新一轮区域一体化浪潮,中国-东盟一体化也接踵而至,带给中国、东盟经济的振兴、人员的往来、区域的稳定等。但越南的交通基础设施的落后影响了中国-东盟的区域一体化进程,这不符合双边的利益。本文首先通过分析交通运输发展对区域合作影响,同时借鉴国外,尤其是欧盟、北美交通一体化的发展对区域合作成功的相关经验,得出对中国-东盟区域合作发展的启示。并在此基础上,对中国-东盟区域合作的现状和双边交通运输发展的状况进行分析,提出制约双方区域合作发展的相关因素,提出打造越南为沟通中国-东盟交通枢纽的构想。通过文献调查等研究方法,系统研究分析越南在中国-东盟区域合作中的重要地位,力图构建越南为中国—东盟交通枢纽提供参考依据。
[Abstract]:Transportation is an important factor affecting the development of regional economy and regional cooperation. It is the precondition to ensure the normal operation of economic activities and the important support and guarantee for the orderly operation of society. The relationship between transportation and regional economic development has always been an important part of economics, political science and international relations. Vietnam joined ASEAN in 1995. As one of the most important member countries of ASEAN, Vietnam has been actively promoting the process of ASEAN integration and promoting the overall development of Southeast Asia. Under the framework of China-ASEAN relations, Vietnam, with its unique regional geographical advantages, fully exerts its transport capacity to connect China and ASEAN, and actively participates in the comprehensive exchanges and cooperation between China and ASEAN. It has made important contributions to the development of relations and economic prosperity between China and ASEAN. This thesis consists of the following parts: the first part is the introduction. The introduction mainly introduces the purpose and significance of the research, and preliminarily expounds the status quo of the domestic and foreign research, the research ideas and methods, and the innovation of the paper on the construction of Vietnam as a transportation hub for China-ASEAN regional cooperation. The second part: the theory of transportation development and regional cooperation. By combing the dialectical relationship between transportation development and regional development and cooperation, this paper further affirms the important role of transportation infrastructure development in promoting regional cooperation with several successful cases of regional integration in the world. Part three: the cooperative relationship between China and ASEAN. The comprehensive analysis shows that the cooperative relations between China and ASEAN in political, economic and other fields have been developed in an all-round way and fruitful results have been achieved. However, the undeveloped transport infrastructure, the lack of complete and unsmooth land connection has hindered the cooperation between China and ASEAN region. In the end, it mainly expounds Vietnam's advantageous geographical position and the favorable conditions of making it a transportation hub for regional cooperation. Finally, through the above analysis, the paper puts forward the measures to construct Vietnam as a transportation hub for regional cooperation between China and ASEAN. After the end of the Cold War, a new wave of regional integration was set off, and China-ASEAN integration followed, bringing China, ASEAN economic revitalization, personnel exchanges, regional stability and so on. However, Vietnam's backward transport infrastructure has affected the process of regional integration between China and ASEAN, which is not in the bilateral interest. This paper first analyzes the impact of transport development on regional cooperation, and draws lessons from the relevant experiences of the development of transport integration in foreign countries, especially the European Union and North America, on the success of regional cooperation, and draws the enlightenment to the development of China-ASEAN regional cooperation. On this basis, the paper analyzes the current situation of China-ASEAN regional cooperation and the development of bilateral transportation, puts forward the related factors restricting the development of bilateral regional cooperation, and puts forward the idea of building Vietnam as a communication hub between China and ASEAN. Through literature investigation and other research methods, this paper systematically studies and analyzes the important position of Vietnam in China-ASEAN regional cooperation, and tries to build Vietnam to provide reference for China-ASEAN transportation hub.
