【摘要】：在美国次贷危机逐渐演变为全球性金融危机的特殊背景下,经济全球化和区域经济一体化已成为世界经济发展并行的两大趋势并成为主导力量,进而推动了国际合作区域化的发展。东北亚区域经济合作发展状况始终是国内外学术界有关学者一直关注的热点问题。从整个世界经济发展视角来看,东北亚区域经济合作起步较晚。其国家或地区之间由于政治、经济、社会、文化等多种障碍因素导致在合作实践中还未取得实质性进展,东北亚区域经济发展也较世界其它地区发展缓慢,仍处于较低层次的经济合作水平。在当下全世界各国家和地区共同努力重振全球经济的低靡态势并合力推动新一轮世界经济格局和国际经济秩序形成的大背景下,研究东北亚多边合作过程中的产业转移问题无疑具有非凡意义。国际产业转移是经济全球化的重要组成部分,更是推动区域经济发展的重要源动力。中国东北与俄远东联邦区形成的次区域是东北亚区域的核心,两地区实现产业转移与合作是东北亚区域间产业转移的新趋势。分析两地区产业经济发展等现状,并研究中国东北能否向俄远东进行产业转移对促进东北亚区域经济合作取得实质性进展具有重要意义,这将成为推动东北亚区域经济合作与发展的新看点,更是拉动世界经济复苏与增长的新的增长极,对形成新的国际经济新秩序与世界经济格局意义重大。因此,研究中国东北能否向俄远东进行产业转移、促进双方产业衔接及融合,既符合两国政府对两地区经济发展的高度重视与规划实施,为两地区人民实现幸福生活的美好愿望贡献绵薄之力,又为中国东北实体产业寻找出路,为中俄两国开展有效产业合作、深化经济发展寻找契机,同时为世界其他国家或地区通过产业转移开展广泛的区域经济合作提供借鉴意义。
[Abstract]:Under the special background that the subprime mortgage crisis in the United States has gradually evolved into a global financial crisis, economic globalization and regional economic integration have become two major trends and leading forces in the development of the world economy. In turn, it promotes the development of regionalization of international cooperation. The development of regional economic cooperation in Northeast Asia has always been a hot issue concerned by scholars at home and abroad. From the perspective of world economic development, Northeast Asia regional economic cooperation started late. Due to political, economic, social, cultural and other obstacles among countries or regions, no substantial progress has been made in the practice of cooperation, and the regional economic development in Northeast Asia is also slower than that in other regions of the world. It is still at a lower level of economic cooperation. In the context of the concerted efforts of all countries and regions around the world to revive the global economic downturn and to work together to promote a new round of world economic patterns and the formation of an international economic order, It is undoubtedly of great significance to study the problem of industrial transfer in the process of multilateral cooperation in Northeast Asia. International industrial transfer is an important part of economic globalization and an important driving force to promote regional economic development. The sub-region formed in Northeast China and the Russian far East region is the core of Northeast Asia, and the realization of industrial transfer and cooperation between the two regions is a new trend of industrial transfer in Northeast Asia. It is of great significance to analyze the current situation of industrial economic development in the two regions, and to study whether Northeast China can make industrial transfer to the Russian far East to promote the substantial progress of regional economic cooperation in Northeast Asia. This will become a new focus for promoting regional economic cooperation and development in Northeast Asia, and a new growth pole for the recovery and growth of the world economy, which is of great significance to the formation of a new international economic order and the world economic pattern. Therefore, to study whether Northeast China can transfer industries to the Russian far East and promote the industrial convergence and integration between the two sides is in line with the great importance and planning implementation of the two governments for the economic development of the two regions. They have made a modest contribution to the realization of a happy life for the people of the two regions, sought a way out for the physical industries in northeast China, and sought opportunities for China and Russia to carry out effective industrial cooperation and deepen their economic development. At the same time, it provides reference for other countries or regions in the world to carry out extensive regional economic cooperation through industrial transfer.
