【摘要】：本文从我国经济发展阶段、国家发展战略、公共政策实践和学界社会舆论界的一系列动向的分析出发,提出中国已经开始超越传统以单一经济理性为主导的发展阶段,开始全景式公共政策的综合理性时代。这一新的时代,不简单以经济发展指标为发展目标,而是综合考虑新阶段国家和社会发展的需要,从政治、经济、社会、历史文化、心理诉求、可持续发展和国际环境等多个维度,审视和考察国家发展战略和方法。这一时代的特点,给新一代公共政策的研究者、制定和执行者,提出了更高更艰巨的任务,需要认真对待,直面挑战,以更加深广的研究,整体综合的思考和评估,应对全面深化的改革需求。
[Abstract]:Based on the analysis of a series of trends in China's economic development stage, national development strategy, public policy practice and academic social public opinion, this paper points out that China has begun to transcend the traditional stage of development dominated by single economic rationality. Start the comprehensive rational era of panoramic public policy. In this new era, economic development indicators are not simply taken as development goals, but rather the needs of the new stage of national and social development are comprehensively considered, with political, economic, social, historical, cultural and psychological demands.
