山东省电子文件管理问题与对策研究

【摘要】：计算机的发明普及和信息技术的飞速发展催生出一种全新的信息记录方式——电子文件。随着信息化进程的不断加快,电子文件正以其数量的庞大、种类的繁多,逐步取代纸质文件成为记录国家治理、社会运行的基本工具,电子文件管理也成为新时期国家管理的基础性工作。山东是经济文化大省强省,各项事业蓬勃发展,产生了大量历史记录,这些记录很大一部分以电子文件形式存在。如何把这些以电子文件形式存在的历史记录完整准确地保存下来,使当代社会记忆得以留存,并使其为全省政治、经济、文化等各项事业发展有效服务,是全省上下必须高度重视的重大课题。近年来,山东在电子文件管理领域做了大量有益探索,取得了很大进步,但是由于诸多原因,当前全省对电子文件的认识和重视程度还远远不够,大量的电子文件没有得到有效管理,处于失存、失控、失用、失密状态,形势极为严峻,问题亟待解决。本文立足实际,在广泛调研的基础上,指出当前山东省电子文件管理工作存在的问题,分析原因,提出对策,以期在解决实际问题、推进工作发展上贡献绵薄之力。除绪论外,全文主要由三个部分构成。第一部分讲述了山东省电子文件管理工作的现状,主要从管理机制的变化和实践发展两个方面进行了阐述。管理机制变化部分介绍了电子文件管理由档案部门承接管理职能到建立山东省电子文件管理联系会议机制将电子文件管理上升到国家高度的情况；实践发展部分一是分别介绍了从2000年以来三个五年规划期间山东省在电子文件管理方面工作的侧重点,二是重点介绍了经过十几年的发展山东省特别是各级综合档案馆在电子文件管理方面取得的成绩。第二部分在对有关部门单位进行实地访谈和问卷调查的基础上,指出了当前山东省在电子文件管理方面存在的问题,主要有山东省电子文件管理在地区和行业间发展极不平衡；大量电子文件处于失存状态；电子文件的安全问题极为堪忧；电子文件的凭证作用难以实现；电子文件有效开发不足,服务能力低下。并指出产生问题的原因主要是对电子文件管理不力,缺乏统一规划；社会对电子文件的认识不足,重视程度不够；电子文件管理缺乏标准,对已有标准执行不力；电子文件管理方面的人才缺乏,基础理论研究不足,难以为其发展提供智力支持。第三部分对如何解决实际问题提出了切实可行的对策：第一,要加强对电子文件管理的统一领导和规划,优化管理机制,加强政策保障；第二,要广泛宣传,更新观念,增加公众对电子文件的接受程度、重视程度,消除公众对电子文件安全问题的担忧,消除机构对“双套制”、“双轨制”的依赖；第三,要完善电子文件标准体系,为电子文件规范发展保驾护航；第四,以典型项目建设作为切入点,提升全省电子文件管理项目的规范化水平,实现全省电子文件管理项目的共建共享；第五,加大对人才培养和基础研究的支持力度,为电子文件管理工作的发展提供智力支撑。
[Abstract]:The invention and popularization of computer and the rapid development of information technology have brought out a new way of information recording - electronic files. With the continuous acceleration of the information process, electronic documents are gradually replacing paper documents with their large number and variety, and gradually replacing paper documents as the basic tool for the social operation, the electronic file tube. It has also become the basic work of state management in the new period. Shandong is a big province of economic and cultural province, and it has flourished and produced a large number of historical records. A large part of these records exist in the form of electronic documents. How to keep these historical records in the form of electronic documents in a complete and accurate way, so that the contemporary society is remembered. In recent years, Shandong has done a great deal of beneficial exploration in the field of electronic document management and made great progress in the field of electronic document management, but in recent years, due to many reasons, the whole province's understanding and attention to electronic documents has been paid attention to. The degree is still far from enough. A large number of electronic documents are not managed effectively. They are in the loss, out of control, loss of use, and the situation is very severe. The situation is very serious. The problems of existing electronic document management in Shandong province are pointed out on the basis of the practice. The reasons are analyzed and the countermeasures are put forward in order to solve the problem. In addition to the introduction, the full text is composed of three parts. The first part describes the current situation of electronic document management in Shandong Province, mainly from the two aspects of the change of management mechanism and the development of practice. The change of management mechanism introduces the electronic file management from the archives department.
