新贸易保护主义对中国出口贸易的影响及对策研究

【摘要】：2008年金融危机之后,新贸易保护主义在全球范围内重新抬头。针对中国的新贸易保护主义一方面降低了出口对经济增长的贡献率、挤压企业利润空间、损害中国企业和产品的形象;另一方面也有利于转变外贸发展方式、加快产业结构调整、提高企业的自主创新能力和竞争力、保障劳动者权益。应对新贸易保护主义,政府要坚持"磋商"与"反击"并行的策略,努力扩大国内需求、降低对外部市场的依赖,提高中国在国际经济组织中的话语权;行业协会要组织企业积极应诉,制定行业标准和认证制度,建立完整有效的出口产品监测和预警机制;企业要提升出口产品质量,大力推进出口市场多元化,利用规则维护自身利益。
[Abstract]:After the 2008 financial crisis, new trade protectionism resurfaced globally. The new trade protectionism in China on the one hand reduces the contribution of exports to economic growth, squeezes the profit margins of enterprises and damages the image of Chinese enterprises and products; on the other hand, it is also conducive to changing the mode of development of foreign trade. Speed up the adjustment of industrial structure, improve the independent innovation ability and competitiveness of enterprises, and protect the rights and interests of workers. To deal with the new trade protectionism, the government should insist on the parallel strategy of "consultation" and "counterattack", make great efforts to expand domestic demand, reduce the dependence on external market, and enhance China's right to speak in international economic organizations. Trade associations should organize enterprises to actively respond to complaints, formulate industry standards and certification systems, and establish a complete and effective monitoring and early warning mechanism for export products. Enterprises should improve the quality of export products and vigorously promote diversification of export markets. Use the rules to defend one's own interests.
