中国转型期公共政策议程中的交易成本分析

【摘要】：在现实生活中，会出现各种各样的社会问题，，政府不可能将它们逐一解决。在各种复杂的社会问题中，政府会选择一些急需解决的问题作为公共政策问题，这个选择的过程就是建立公共政策议程。随着社会转型的加速，公众在议程设置中的作用越来越显著。公众通过对自己的愿望和诉求的表达，会促使决策者平衡不同阶级和集团的利益，将公众普遍关心的问题纳入议事日程或行动计划。目前，我国政治、经济、文化等各个领域都发生了深刻的变革，社会结构与利益格局的重新调整，政策环境的改变也增加了政策议程的难度，同时也增大了政策议程中的交易成本。本文在社会转型的背景下，首先对公共政策议程中交易成本的概念进行了界定；在此基础上，对其产生原因进行探究，并阐述了交易成本的作用过程；然后对政策议程中的交易成本的评估标准和正负效应进行分析；最后提出了正确处理中国转型时期公共政策议程中交易成本的对策，以期将交易成本控制在合理的范围内，从而保证公共政策制定的公平和公正。
[Abstract]:In real life, there will be a variety of social problems, the government can not solve them one by one. Among all kinds of complicated social problems, the government chooses some urgent problems as public policy problems, and the process of choosing is to establish the public policy agenda. With the acceleration of social transformation, the role of the public in agenda setting is becoming more and more prominent. Through the expression of their wishes and demands, the public will promote the decision-makers to balance the interests of different classes and groups, and put the issues of general public concern into the agenda or action plan. At present, profound changes have taken place in the political, economic, cultural and other fields of our country. The readjustment of the social structure and the pattern of interests, and the change of the policy environment have also increased the difficulty of the policy agenda. It also increases transaction costs on the policy agenda. Under the background of social transformation, this paper first defines the concept of transaction cost in the public policy agenda, and on this basis, probes into the causes of transaction cost, and expounds the process of transaction cost. Then it analyzes the evaluation criteria and positive and negative effects of transaction costs in the policy agenda, and finally puts forward some countermeasures to deal with the transaction costs in the public policy agenda of China during the transition period, in order to control the transaction costs within a reasonable range. In order to ensure the fairness and fairness of public policy formulation.
