全球化时代的城市交往规律——公共外交的视角

【摘要】：城市是人类文明的结晶,是主宰未来全球政治、经济、文化、社会生活的重要行为体,国际社会不断呼吁新的国际交往秩序以适应"城市世纪"。公共外交为城市交往提供了理论依据,被认为是全球化和信息化时代塑造国际合法性和认同度的一项重要战略。全球化时代以国家为主体的传统公共外交过渡到由城市、媒体、跨国公司、非政府组织等多个主体参与的新公共外交,并认为软实力正逐渐取代军事、经济硬实力的作用。因此,全球化时代的城市交往的主体、对象、途径、内涵、功能等有着全新的特征。
[Abstract]:City is the crystallization of human civilization and an important actor that dominates the future global politics, economy, culture and social life. The international community calls for a new international order to adapt to the "urban century". Public diplomacy provides a theoretical basis for urban communication and is considered to be an important strategy for shaping international legitimacy and identity in the era of globalization and information. In the era of globalization, the traditional public diplomacy with the state as the main body is transitioning to the new public diplomacy, which involves many subjects, such as cities, media, multinational corporations, non-governmental organizations, etc. It is believed that soft power is gradually replacing the role of military, economic and hard power. Therefore, the main body, object, approach, connotation and function of urban communication in the era of globalization have new characteristics.
