和谐社会视阈中地方政府诚信问题研究

【摘要】：诚信是人类社会赖以生存和发展的重要精神之源,是促进社会稳定和协调发展不可缺少的基本条件,也是当前我国构建社会主义和谐社会的重要任务和内容。因此,在构建社会主义和谐社会的伟大进程中,推进政府诚信建设发挥着举足轻重的作用。然而,在当前我国政治经济社会生活中,政府失信问题较为突出,政府失信行为不时发生。近年来发生的轰动全国的重大事件,如“非典危机”、“安徽阜阳伪劣奶粉案”、“哈尔滨水污染事件”、“上海社保案”、“三鹿奶粉事件”等,无不与政府诚信缺失相关。由于政府诚信是社会诚信体系的核心内容,对良好社会信用的形成具有重要导向作用,加强政府诚信已成为我国社会信用体系建设的当务之急。 对我国的政府诚信问题进行研究既是对诚信问题研究的拓展和深化,又是时代的呼唤和要求,是我国在构建社会主义和谐社会的过程中对政府诚信的迫切需求。加强我国政府诚信建设,对于党和政府坚持科学发展观,提高党的执政能力具有重要的意义。加强我国政府诚信建设,有利于建设与社会主义市场经济相适应的社会诚信体系,更有助于推动我国新时期政治文明、物质文明、精神文明和社会文明协调发展,对社会的稳定与发展起到促进作用,对构建社会主义和谐社会具有重要而深远的理论意义和现实意义。 目前,地方政府诚信缺失问题已经严重影响了我国社会主义和谐社会建设进程。因此,本文通过伦理学的视角针对地方政府诚信缺失问题进行以下几方面研究：一是文章的基础理论研究,主要包括研究背景、文献综述和基本问题分析,分别对和谐社会相关理论和政府诚信相关理论进行剖析；二是从五个方面阐述地方政府诚信建设对构建和谐社会的意义；三是透过地方政府诚信缺失的表现对和谐社会视阈中地方政府诚信缺失的原因进行分析；四是在确定地方政府诚信体系建设基本原则的基础上提出地方政府诚信体系建设的对策。
[Abstract]:Honesty and credit is an important spiritual source for the survival and development of human society, an indispensable basic condition for promoting social stability and harmonious development, and also an important task and content for building a harmonious socialist society in China at present. Therefore, in the great process of building a socialist harmonious society, promoting the construction of government honesty plays an important role. However, in the current political, economic and social life of our country, the problem of government dishonesty is more prominent, and the behavior of government discredit occurs from time to time. The major events such as "SARS crisis", "Anhui Fuyang fake and inferior milk powder case", "Harbin water pollution incident", "Shanghai social security case", "Sanlu milk powder incident" and so on, which occurred in recent years, are all related to the lack of credibility of the government. As government honesty is the core content of social credit system and plays an important guiding role in the formation of good social credit, strengthening government honesty has become an urgent task in the construction of social credit system in China. It is not only the expansion and deepening of the research on honesty and credit, but also the call and requirement of the times to study the government honesty in our country, which is the urgent demand for government honesty in the process of constructing the socialist harmonious society. It is of great significance for the Party and government to adhere to the concept of scientific development and to improve the Party's ruling ability. Strengthening the construction of our government's integrity is conducive to the construction of a social integrity system adapted to the socialist market economy, and is also conducive to promoting the coordinated development of our country's political, material, spiritual and social civilizations in the new period. It plays an important role in promoting social stability and development, and has important and far-reaching theoretical and practical significance in building a harmonious socialist society. At present, the lack of credibility of local governments has seriously affected the process of building a harmonious socialist society in China. Therefore, from the perspective of ethics, this paper makes the following research on the lack of integrity of local government: first, the basic theoretical research of the article, mainly including the research background, literature review and basic problem analysis, It analyzes the theory of harmonious society and the theory of honesty and credit of government respectively. Secondly, it expounds the significance of the construction of honesty and credit of local government to the construction of harmonious society from five aspects. The third is to analyze the reasons of the lack of honesty of local government in the view of harmonious society through the expression of the lack of honesty and credit of local government. Fourth, on the basis of determining the basic principles of the construction of local government honesty system, the countermeasures of local government honesty system construction are put forward.
