菏泽市城市边缘社区治理研究

【摘要】：城市边缘社区是我国城市化进程中产生的新型社区类型。改革开放30多年来，随着我国经济的快速发展和社会的全面进步，我国的城市化水平稳步提高，尤其是在我国的中东部地区，城市化以空前的速度扩张，地处城市边缘的农村社区逐渐被纳入城市圈的范围之内。城市边缘社区的是农村城市化、城市扩张而催生的必然产物，是中国城市化过程中普遍存在的社区类型，具有巨大的发展潜力和广阔前景。这类社区地处城市边缘区域，结构和特征介于城市和农村之间，是处于城乡结合区的由农民、本地居民和外来流动人口构成的社会生活共同体。目前我国城市社区管理体系不成熟、不完善，城市边缘社一方面发展迅速，，活力最强，另一方面，矛盾集中，问题复杂，其发展状况直接影响着城市的发展和安全稳定，社区治理研究越来越受到关注。我国国民经济和社会发展第十二个五年规划纲要中提出“坚持多方参与、共同治理，统筹兼顾、动态协调的原则，完善社会管理格局，创新社会管理机制”；十八大报告明确指出，“在城乡社区治理、基层公共事务和公益事业”中实行“群众自我管理、自我服务、自我教育、自我监督，增强城乡社区服务功能，强化农村、城市社区党组织建设”。这些重要的报告和决定给完善社区治理工作提供了政策依据和发展方向。本文以治理理论为基础，阐述了社区治理的内涵，文章根据菏泽市的政治、经济和社会发展现状，分析了菏泽市在城市边缘社区治理中出现的如政府管理错位缺失、社区内源动力不足、社区建设服务滞后等问题的表现形式并剖析其产生根源。选取了菏泽市三个典型的街道办事处的社区治理方式进行分析，并从国内先进的治理模式中总结经验，最后对菏泽市城市边缘社区治理提出了政府主导、居民自治、非政府组织参与的多元化治理模式。即：创新社区服务，建立社区服务平台；充分发挥政府在社区治理中的主导作用，要从思想上高度重视社区建设，建立职能部门社区建设联席制度，并加大财政对社区建设的扶持力度；实现政府与非政府组织在社区治理中的良性互动，使非政府公共组织的管理和监督走向规范化、制度化；提高社区居民参与程度，落实社区自治权力，培养社区参与意识，推广社区直选，扩大居民参与渠道。
[Abstract]:Urban fringe community is a new type of community in the process of urbanization in China. After more than 30 years of reform and opening up, with the rapid development of our economy and the overall progress of our society, the level of urbanization in our country has steadily improved, especially in the central and eastern part of our country, the urbanization has expanded at an unprecedented rate. Rural communities located on the edge of the city are gradually brought into the scope of the urban circle. The urban fringe community is the inevitable product of rural urbanization and urban expansion. It is a common type of community in the process of urbanization in China. It has great development potential and broad prospects. This kind of community is located in the edge of the city, and its structure and characteristics lie between the city and the countryside. It is a community of social life composed of peasants, local residents and migrant population in the combination of urban and rural areas. At present, the urban community management system in our country is not mature and perfect. On the one hand, the urban fringe community develops rapidly and has the strongest vitality, on the other hand, the contradictions are concentrated and the problems are complex. The development of the community directly affects the development of the city and the security and stability of the city. Community governance research is getting more and more attention. In the outline of the 12th Five-Year Plan for the Development of National economy and Society of China, it is proposed that "adhere to the principles of multi-party participation, common governance, overall consideration and dynamic coordination, perfect the pattern of social management and innovate the social management mechanism"; The report of the 18th CPC National Congress clearly pointed out that "in urban and rural community governance, grass-roots public affairs and public welfare undertakings," the masses' self-management, self-service, self-education, self-supervision, strengthening of urban and rural community service functions, and strengthening rural areas, " Urban Community Party Organization Construction. These important reports and decisions provide policy basis and development direction for improving community governance. Based on the theory of governance, this paper expounds the connotation of community governance. According to the present situation of political, economic and social development in Heze City, this paper analyzes the malposition of government management in the governance of community on the edge of the city in Heze City. The expression forms of the problems, such as the lack of the source power and the lag of the community construction service, are analyzed and the root causes of the problems are analyzed. This paper selects three typical district offices in Heze city to analyze the community governance mode, and summarizes the experience from the advanced governance mode in China. Finally, it puts forward the government leading and residents' autonomy in the community governance of the urban fringe of Heze. The diversified governance model in which NGOs participate. That is, innovating community service, establishing community service platform, giving full play to the leading role of the government in community governance, attaching great importance to community construction from the perspective of ideology, establishing a joint system of community construction in functional departments, And increase the financial support for community construction, realize the benign interaction between government and non-governmental organizations in community governance, make the management and supervision of non-governmental public organizations standardized, institutionalize, improve the participation of community residents, Implementing community autonomy, cultivating community participation consciousness, popularizing community direct election and expanding residents' participation channels.
