【摘要】：就现阶段的国际局势来看,总体呈现出复杂多变的状况,尤其是政治以及军事环境更加难以预料。自然,在我国周边的外部形势也是十分难料的,除此之外,我国国内也依旧有着若干会影响社会稳定的隐患,因此,从国内外的局势综合考虑而言,建立起坚固的国家防御体系,无疑会给我国的长远发展提供坚实的支撑,从而应该引起充分重视。根据现阶段我国的实际状况而言,针对退役军人安置问题,应该采取适当的途径予以解决,从而保证军心稳定,促进整个社会的和谐发展。伴随着改革程度的深入,就现阶段的总体情况来看,我国的政治、经济以及社会制度已经有了极大的改变,市场经济深入到各个领域,其中对于人才资源的配置更是发挥着重要的作用,从而为我国的现代化建设不断输送优质人才。除此之外,军事领域的改革也不断深入,为了有效的为人民服务,基本上每一年都会有诸多军人退役,并且选择为改革事业继续奉献。可是,值得注意的是,由于我国目前所施行的军人安置体系,从其诞生的根源来看,是从计划经济时期施行的,因此,也在很大程度上保存了那一时期的计划性的特点,对于人才的安置无法很好地按照市场经济来运行,伴随着时代的发展,这种体系目前已经无法满足时代的要求,从而导致出现了若干的冲突,这是值得我们注意的。为了有效化解上诉冲突,习主席认为,要始终做到=解放思想、实事求是、与时俱进,从根本大局出发,对于退役军人的安置做符合时代要求的改革。退役军人能否得到妥善安置,直接影响军队战斗力的生成,关系国家和军队的稳定。世界主要大国在这一领域已经有了诸多研究,从而有着丰厚的经验。客观来讲,自中国人民解放军成立至今,在这一领域同样既有经验也有教训。在新的历史时期,应将中国的实际状况作为切入点,对于国际上的先进经验进行吸纳,并充分结合我国的实情,对于退役军人的安置做出适当的安排。笔者以潮州市退役军人安置制度为题,第一章为绪论,先介绍选题的背景、为何会选择研究这个课题,进而引出研究这个课题的重要意义。接着通过对国内外研究现状的分析,理顺自己的研究思路和方法。第二章为相关的概念和理论,介绍退役军人的概念、我国退役军人的安置情况以及相关政策,对退役军人安置工作有个初步的了解。第三章主要描述目前潮州市退役军人的情况以及有关安置政策。潮州作为广东省的东大门,人口在全省居末位,经济发展水平跟珠三角差距较大,在粤东西北地区处于中等水平,退役军人为数不少,也发生了数次规模较大的退役军人上访事件。通过对这几次上访事件的充分分析,对具体的举措进行深入分析并进行原因探究,最后寻找相应的解决办法。第四章为国外退役军人安置的经验借鉴。重点分析美国、俄罗斯、日本等几个国家的措施,寻找国外安置政策的优点。第五章主要描述通过前面章节的描述、分析,提出完善潮州市退役军人安置工作的对策,包括加快相关制度建设、创新退役金制度、加强技能培训、鼓励自主择业等,以期对周边城市乃至全国其他地区的退役军人安置问题提供理论与实践上的借鉴。

Naturally, the external situation around our country is also very difficult. In addition, there are still a number of hidden dangers in our country that will affect social stability. Therefore, the situation at home and abroad is considered in a comprehensive way. As for the establishment of a strong national defense system, it will undoubtedly provide a solid support for our long-term development, and should pay full attention to it. According to the actual situation of our country at this stage, we should take appropriate ways to solve the problem of the resettlement of veterans, so as to ensure the stability of the army and promote the harmonious development of the whole society. With the deepening of the degree of reform, the overall situation of the present stage is that the political, economic and social systems of our country have been greatly changed, and the market economy goes deep into various fields, among which the allocation of talent resources is playing an important role, so as to continuously deliver high-quality talents for the modernization of our country. In addition, the reform of the military field has also been deepened. In order to serve the people effectively, there will be a number of military veterans every year, and they choose to continue to contribute to the cause of reform. However, it is worth noting that the current military placement system in China, from the origin of its birth, is implemented from the period of the planned economy, Therefore, to a great extent, the planned characteristics of that period have been preserved, and the placement of talents can not be run well in accordance with the market economy. With the development of the times, this system has been unable to meet the requirements of the times, which has led to a number of flushing, which is worth our attention. In order to effectively resolve the problem, The president holds the view that we should always be able to emancipate the mind, seek truth from facts, keep pace with the times, start from the fundamental situation, and make the reform of the resettlement of the veterans in accordance with the requirements of the times. Whether the retired servicemen can be properly settled, directly affects the formation of the military fighting capacity, and the stability of the state and the army. In the new historical period, we should take the actual situation of China as a breakthrough point, absorb the advanced experience in the world, and fully combine the facts of our country to retreat in the new historical period. The resettlement of servicemen will be arranged properly. The first chapter is the introduction of the retired serviceman placement system in Chaozhou. The first chapter is the introduction. Through the thorough analysis of these visits, the specific measures are deeply analyzed and the reasons are explored. Finally, the corresponding measures are sought. The fourth chapter is a reference for the experience of the resettlement of foreign veterans. It focuses on the analysis of the measures of several countries such as the United States, Russia and Japan to find the advantages of foreign resettlement policies. The fifth chapter mainly describes the Countermeasures of improving the resettlement work of Chaozhou retired military personnel through the description and analysis of the previous chapters, including speeding up the construction of relevant systems. Set up, innovate the retirement pension system, strengthen the skill training and encourage the independent job selection, in order to provide the theoretical and practical reference to the resettlement of the retired servicemen in the surrounding cities and in other parts of the country.
