农村社区基本公共服务体系建设路径研究

【摘要】：目前我国在政治、经济、社会发展上较困扰的问题主要是“三农”问题,而农村社区基本公共服务是“三农”一大缺陷。由于我国农村社区基本公共服务在服务供给不均衡、结构调理失衡、服务效率低下等等方面不能满足农村居民的需求。我国城乡居民公共服务差距在不断明显的加大,是不利于农村社会公共服务的发展,也不利于“三农”的改善,更有悖于社会中的公平与正义。我国为了农村社会的发展,采取了一系列的措施,仅仅取得了一定的成效。其原因在于公共服务供给体制和机制存在问题,没有发挥农村社区该有的作用。农村社区公共服务建设有利于提高农村公共服务资源配置效率,也有利于实现城乡基本公共服务均衡、更有利于实现社会的公平与正义,对我国解决“三农”问题提供了很大的帮助。本文在前人对农村社区研究的基础上,就怎样进一步完成农村公共服务体系建设展开了一系列研究。在进行一些概念的介绍的基础上,分析了国内外的农村基本公共服务体系建设中取得的成功经验。并且通过安庆市大观区叶墩中心村社区建设中农村基本公共服务进行深刻的分析,研究出其存在的问题,进而总结归纳出了构建我国农村基本公共服务体系建设的路径。
[Abstract]:At present, the main problem in the political, economic and social development of our country is the problem of "agriculture, countryside and farmers", and the basic public service of the rural community is a big defect of the "three rural areas". The basic public services in rural communities in China can not meet the needs of rural residents in terms of unbalanced supply of services, structural imbalance, low efficiency of services, and so on. The gap of public service between urban and rural residents in China is increasing, which is not conducive to the development of rural social public service, nor to the improvement of "agriculture, countryside and farmers", but also contrary to the fairness and justice in the society. For the development of rural society, China has taken a series of measures, only achieved some results. The reason is that there are problems in the public service supply system and mechanism, and the rural community does not play its role. The construction of rural community public service is conducive to improving the efficiency of the allocation of rural public service resources, realizing the balance of basic public services between urban and rural areas, and achieving social equity and justice. It has provided great help to solve the problem of agriculture, countryside and farmers in our country. On the basis of previous researches on rural communities, this paper carries out a series of studies on how to further complete the construction of rural public service system. Based on the introduction of some concepts, this paper analyzes the successful experiences in the construction of rural basic public service system at home and abroad. And through the deep analysis of the rural basic public service in the construction of the central village of Yedun in Anqing Daguan District, the existing problems are studied, and the way to construct the rural basic public service system in our country is summed up.
