网络社团组织监管问题研究

【摘要】：随着改革开放以来,我国的政治、经济、文化、社会等领域不断迅速发展,第三部门-NGO的出现,填补了我国在管理过程中很多地方的不足和空缺,帮助国家协调社会管理过程中存在的一些问题,逐渐受到学者们的重视。20世纪90年代以来,随着互联网的飞速发展,中国网络用户的增长和互联网的普及,网络生活逐渐成为了公民社会生活的一个重要领域,以网络为平台的新的群体组织出现在我们的生活当中,网络社团组织应运而生。 2013年12月,中国网民规模已达6.18亿,中国拥有世界上最大的网民群体,与电视、电话的普及相似,网络普及的速度是几何级的,但是与电视单项传播、电话点对点交流不同,网络普及带来的是点对点、点对群、群与群全方位、多层次的立体交互方式。近年来,网络社团引起的事件日益频发,以其传播快、发展快、覆盖广、影响大等为特点,对社会的影响日益显现。网络社团的发展一方面给我们的生活带来了种种益处,另一方面却带来了种种的问题,值得我们的政府相关部门引起重视和关注。然而网络社团作为新事物的出现,对其的认识和监管总是会滞后于实物的发展,目前网络社团的管理还没有被纳入传统的社团组织管理范畴,我国政府对网络社团的监管,需要在摸索中不断前进并不断走向成熟。网络社团具有自由性、开放性,组织成员具有自发性、松散性,社团成员有的因兴趣而聚,有的因公益事业而聚,有的却游走在道德和法律的边缘,因此我国的网络社团组织还存在许多的问题,这些问题不仅不利于网络社团的发展,同时有可能危害到我们的社会安定与和谐。 本文介绍网络社团的特点和作用,探讨了网络社团组织的兴起与发展,论述了如今网络社团监管所存在的种种问题,阐明了有针对性的网络社团监管对策和建议。
[Abstract]:With the reform and opening up, China's political, economic, cultural, social and other fields continue to develop rapidly, the emergence of the third sector-NGO, filled in the management process of our country in many areas of the deficiencies and vacancies. Some problems existing in helping the country coordinate the social management process have gradually attracted the attention of scholars. Since the 1990s, with the rapid development of the Internet, the growth of Internet users and the popularity of the Internet in China, Network life has gradually become an important field of civil society life. New group organizations based on the network have emerged in our lives, and network community organizations have emerged. The number of Chinese netizens has reached 618 million. China has the largest group of Internet users in the world. It is similar to the popularity of television and telephone. The speed of network popularization is geometric, but it is different from television single transmission and telephone point-to-point communication. Network popularization brings about three-dimensional interaction mode: point-to-point, point-to-group, group-all-directional and multi-level. In recent years, the events caused by the network community are more and more frequent, with the characteristics of fast spread, rapid development, wide coverage and great influence, the influence on the society is increasingly apparent. On the one hand, the development of Internet community brings us all kinds of benefits, on the other hand, it brings all kinds of problems, which is worthy of our government departments to pay attention to and pay attention to. However, as the emergence of new things, the understanding and supervision of network societies will always lag behind the development of physical objects. At present, the management of network societies has not been brought into the traditional scope of management of social organizations. We need to move forward and mature in the process of groping. The network community is free, open, the organization member has the spontaneity, the loose sex, the association member gathers because of the interest, some because of the commonweal cause, some actually walks in the moral and the legal edge, Therefore, there are still many problems in the network organization of our country. These problems are not only unfavorable to the development of the network community, but also may endanger our social stability and harmony. This paper introduces the characteristics and functions of network organizations, probes into the rise and development of network organizations, discusses the problems existing in the supervision of network societies, and expounds the countermeasures and suggestions for the supervision of network associations.
