杜特尔特上台以来菲律宾政治、经济政策的新变化

【摘要】：菲律宾新任总统杜特尔特上台后带来一股"改革"之风,特别是在内政方面的强力扫毒和外交政策方面的大幅调整引起世人的关注。杜特尔特本人的从政背景和执政理念是推动相关政策改革的一个原因,但菲律宾所处国内、国际环境则是杜特尔特发起改革的主要背景和动力。在菲律宾,多年的经济高速发展未能惠及普通民众,毒品犯罪、腐败和贫困问题又导致社会压力增大,外交方面因南海争端与中国交恶也影响到战略环境和经济社会发展。杜特尔特审时度势地提出"改变",获得民众大力支持,他所推动的系列政治经济改革虽面临较多困难,但在一些领域已经取得部分成效。
[Abstract]:When the new Philippine President Duterte came to power, he brought a "reform" wind, especially in the internal affairs of the powerful drug eradication and foreign policy major adjustments to the attention of the world. Duterte's political background and governing idea are one of the reasons for pushing forward the relevant policy reform, but the domestic and international environment is the main background and motive force for Duterte to initiate the reform. In the Philippines, many years of rapid economic development failed to benefit ordinary people, drug crimes, corruption and poverty led to increased social pressure, diplomatic disputes over the South China Sea and China's bad relations also affected the strategic environment and economic and social development. Duterte proposed a "change" according to the situation and won strong public support. Although his series of political and economic reforms are facing more difficulties, they have achieved some results in some areas.
