高考职能与高考功能关系研究

【摘要】:在辨析职能与功能、考试职能与考试功能的基础上,明确了高考职能与高考功能的内涵、关系以及研究的切入点。首先,围绕着高考科目设置和基于会考基础之上的高考改革,梳理高考结构的形成、演变的历程。然后,从高考与高等学校生源的选择、中学素质教育的实施、高等学校办学自主权的扩大等三个方面的关系入手,解读高考职能。接着,具体探究“文理二分”、“会考+高考”、“3+X”三种不同模式的高考结构的功能。最后,着重探讨教育、政治、经济、社会阶层等四个方面的环境对高考的作用。 研究认为,高考改革呈现出由高等教育主导向基础教育主导转变的特征。当社会环境赋予了高考为高等学校选择生源的职能之时,随即也赋予了高考分配社会优质资源的角色。高考分配社会优质资源的角色,始终贯穿于高考整个教育活动中,是明确高考在教育领域中的职能与功能的关键。随着高等教育由精英阶段步入大众化阶段,高考选才职能受到质疑,但是,社会优质资源与高等教育资源紧密衔接,高考分配社会优质资源的角色越来越突出,这使得为高等学校选择生源依旧是高考可行职能,同时也给中学教育和高等学校办学自主权造成负面功能,然而,有助于中学实施素质教育以及高等学校扩大办学自主权并非高考合理之职能。诚然,高考所背负的分配社会优质资源的角色,是高考负面功能的根源,但是,高考负面功能的的产生,也有它自身结构的不完善性和外部良性环境条件缺失的原因。高考职能的履行与高考负面功能的解决,一方面应进一步完善高考结构,另一方面应为高考营造出健康的外部条件与环境。高中教育、高等教育等环境是高考职能诉求的主要来源;政治对高考的创建、废止、恢复等起着关键的作用,现今仍占主导地位,经济则于改革开放之后逐步显示出它对高考的基础性作用;社会分层与社会流动是高考背负社会角色的根源。然而,总体而言,,当前我国社会环境并不利于高考职能的履行和良性功能的发挥。
[Abstract]:On the basis of analyzing the functions and functions of the college entrance examination and the functions of the examination, the connotation, the relation and the breakthrough point of the research of the functions of the college entrance examination and the college entrance examination are clarified. First of all, the course of formation and evolution of the structure of college entrance examination is combed around the setting of subjects and the reform of college entrance examination based on the foundation of HKCEE. Finally, the paper discusses the effect of education, politics, economy and social stratum on college entrance examination. The study shows that the reform of college entrance examination has changed from higher education leading to basic education. When the social environment endows the college entrance examination with the function of choosing the source of students, it also gives the college entrance examination the role of allocating social high quality resources. The role of the college entrance examination in allocating social high quality resources has always run through the whole educational activities of the college entrance examination and is the key to clarify the function and function of the college entrance examination in the field of education. As higher education moves from elite stage to popular stage, the function of selecting talents in college entrance examination is questioned. However, social high quality resources are closely linked with higher education resources, and the role of college entrance examination in allocating social high quality resources is becoming more and more prominent. This makes the choice of students for colleges and universities is still a feasible function of the college entrance examination, and it also creates a negative function for middle school education and the autonomy of higher education. However, It is not a reasonable function of college entrance examination to help high school to carry out quality education and to expand the autonomy of running a school. It is true that the role of allocating social high quality resources is the root of the negative function of the college entrance examination. However, the emergence of the negative function of the college entrance examination also has its own imperfect structure and the lack of external benign environmental conditions. In order to fulfill the function of college entrance examination and solve the negative function of college entrance examination, the structure of college entrance examination should be further improved on the one hand, and the external condition and environment of college entrance examination should be created on the other hand. The environment of high school education and higher education is the main source of the college entrance examination function appeal. Politics plays a key role in the establishment, abolition and restoration of the college entrance examination, and still dominates today. The economy gradually shows its basic role in the college entrance examination after the reform and opening up, and social stratification and social mobility are the root of the social role of the college entrance examination. However, in general, the current social environment is not conducive to the performance of college entrance examination function and benign function.
