中国在亚洲地区多边制度框架中的国家角色

【摘要】：冷战结束之后,亚洲地区体系的一个显著变化是地区多边制度框架的扩展,一系列地区性国际组织和机制在政治、经济和安全等各个领域产生和发展。它们在推动互利合作、应对安全环境的不确定性和塑造地区秩序方面,发挥了重要作用,构成了亚洲演进中的地区体系和地缘政治版图上的重要组成部分。中国作为成长中的地区大国,日益积极地参与并融入亚洲地区多边制度框架下的互动,已经从冷漠的旁观者转变为积极的参与者,从被动反应的角色转变为主动倡导、主导的角色,从地区组织的"接触"对象转变为多边合作进程的关键推手。中国在亚洲地区多边制度框架中变化的国家角色,不仅反映其日益增长的国家实力,而且有助于将其实力有效地转化为地区影响力,由此在地区制度化进程、以及在此基础上的地区秩序演进中展示出独有的分量、作用和影响。着眼于地区制度框架下的"和平崛起",中国需要在多边互动进程中确立立足长远、积极主动的国家角色,并善于运用自己的优势资源,推进自身与地区共享的利益和规范,实现权力的和平转移。
[Abstract]:After the end of the Cold War, a significant change in the Asian regional system is the expansion of the regional multilateral institutional framework. A series of regional international organizations and mechanisms have emerged and developed in various fields, such as politics, economy and security. They play an important role in promoting mutually beneficial cooperation, coping with the uncertainty of the security environment and shaping regional order. They form an important part of the evolving regional system and geopolitical map in Asia. As a growing regional power, China has increasingly actively participated in and integrated into the interaction within the framework of the multilateral system in the Asian region. It has changed from an indifferent bystander to an active participant, from a reactive role to an active advocate. The leading role, from regional organizations'contacts to the multilateral cooperation process, is a key driver. China's changing national role in the framework of the multilateral system in the Asian region not only reflects its growing national power, but also contributes to the effective transformation of its power into regional influence, thereby institutionalizing the process in the region. And on the basis of the evolution of regional order to show a unique weight, role and influence. Focusing on the "peaceful rise" under the framework of the regional system, China needs to establish a long-term, proactive national role in the process of multilateral interaction, and be good at using its own superior resources to advance its own interests and norms shared with the region.
