城市防洪系统评价模型的研究

【摘要】:洪水灾害自古以来一直是困扰我国生存和发展的一大难题。新中国成立六十多年以来,尽管我国在水利建设方面取得了很大成就,防洪减灾效果显著,但是由于气候条件的异常变化、大规模人类活动和环境的影响,我国的防洪形势仍然十分严峻。城市防洪规划设计方案是城市防洪工程建设的依据,其实施直接关系到城市的安全和发展。对于快速发展的城镇,如何确定合理的防洪规划方案将直接影响着社会、政治、经济、民生和环境等诸多方面。因此建立有效的城市防洪规划方案的综合评价模型,对于城市防洪规划的制定和具体实施有着重要意义。本文在原有评价研究理论的基础上,首先对防洪工程措施与非工程措施两个方面进行了深入的研究,分析了城市防洪的工程措施、非工程措施以及城市防洪的影响指标,并进一步考虑两者之间的相互联系。以此为基础建立了城市防洪系统指标体系,并将这个指标体系应用于城市防洪综合评价研究中。其次研究了BP神经网络、灰色系统理论和遗传算法的原理和特点,并根据它们的使用条件和各自优缺点,建立了应用于城市防洪系统评价的遗传算法优化灰色神经网络。并根据城市防洪系统影响的多指标性,设计了基于MATLAB软件平台可独立运行的城市防洪系统综合评价模型。通过对城市防洪影响指标数据的灰色系统预处理,以及运用遗传算法对神经网络赋予最佳初始权值和阀值,并运用样本数据对神经网络学习训练,最终实现了对北方某城市的城市防洪规划综合评价,实现了在城市防洪规划综合评价上真正的软硬措施相结合的整体思路,为城市防洪规划评价提供了一种新的途径。
[Abstract]:Flood disaster has been a difficult problem for survival and development of our country since ancient times. Since the founding of the people's Republic of China more than 60 years ago, although our country has made great achievements in water conservancy construction and the effect of flood control and disaster reduction has been remarkable, due to abnormal changes in climatic conditions, large-scale human activities and environmental impacts, The flood control situation in our country is still very serious. Urban flood control planning and design scheme is the basis of urban flood control engineering construction, and its implementation is directly related to the safety and development of the city. For the rapidly developing cities and towns, how to determine the reasonable flood control plan will directly affect the society, politics, economy, people's livelihood and environment and so on. Therefore, the establishment of an effective comprehensive evaluation model for urban flood control planning is of great significance for the formulation and implementation of urban flood control planning. On the basis of the original evaluation and research theory, this paper makes a deep research on the flood control measures and non-engineering measures, and analyzes the engineering measures, non-engineering measures and the impact indexes of urban flood control. And further consider the relationship between the two. Based on this, the index system of urban flood control system is established and applied to the comprehensive evaluation of urban flood control. Secondly, the principle and characteristics of BP neural network, grey system theory and genetic algorithm are studied. According to their application conditions and their respective advantages and disadvantages, the genetic algorithm for urban flood control system evaluation is established to optimize the grey neural network. According to the multiple indexes of urban flood control system, a comprehensive evaluation model of urban flood control system based on MATLAB software platform is designed. By preprocessing the urban flood control index data by grey system, using genetic algorithm to assign the best initial weight and threshold value to the neural network, and using the sample data to study and train the neural network, Finally, the comprehensive evaluation of urban flood control planning of a city in the north is realized, and the whole idea of combining the real soft and hard measures in the comprehensive evaluation of urban flood control planning is realized, which provides a new way for the evaluation of urban flood control planning.
