《青岛市“十二五”节能规划》节译实践报告

【摘要】：能源是人类生存和经济发展的物质基础。近几年，随着世界的不断发展，能源需求不断增加，然而正如我们所知，世界上大部分能源如石油、天然气等都是不可再生的。因此，能源供需之间的矛盾越来越明显。为了建设环境友好型社会，全世界越来越关注节能。然而许多省、市的官方网站还没有关于节能的对应英文版本，目前已有的节能英文介绍的质量也是良莠不齐，问题颇多。本篇报告试图通过对《青岛市“十二五”节能规划》的节选翻译来探索这一问题。 本篇报告基于作者对《青岛市“十二五”节能规划》的节选翻译经验，，详细介绍了报告的背景、过程描述和案例分析。首先,作者介绍了本篇报告的背景以及任务描述；然后从词汇、句法和语篇层面阐述了翻译过程中遇到的问题；最后作者总结了本次翻译经历并为更深的翻译研究提出了建议。 《青岛市“十二五”节能规划》是一篇政府公文，政府公文是一种特殊的文体,其准确性、客观性强。由于文体比较严肃,对翻译的忠实度要求较高。本文试图从目的论的角度出发,分析《青岛市“十二五”节能规划》的英语译本。此外,根据政府公文英译的目的旨在准确传达当今中国在政治、经济和文化各方面的政策,作者用实例阐述了为达到这一目的应采用不同的翻译策略，例如补充法、删减法、转换法和结构调整法等。 通过介绍自身的翻译经验，作者希望可以对政治类文献的翻译研究作出一定贡献并且为其他译者在翻译此类资料时提供一些启发。
[Abstract]:Energy is the material basis of human survival and economic development. In recent years, with the continuous development of the world, the energy demand is increasing, but as we know, most of the world's energy sources such as oil, natural gas and so on are non-renewable. Therefore, the contradiction between energy supply and demand is becoming more and more obvious. In order to build an environment-friendly society, the world is paying more and more attention to energy-saving. However, the official websites of many provinces and municipalities do not have the corresponding English version on energy conservation, and the quality of the English language on energy conservation is also mixed, and there are a lot of problems. This paper attempts to explore this problem through the excerpts and translations of the 12th Five-Year Plan of Qingdao. Based on the author's excerpts and translations of the 12th Five-Year Plan of Qingdao, this paper introduces in detail the background, process description and case study of the report. First of all, the author introduces the background and task description of this report; then expounds the problems encountered in the process of translation at the lexical, syntactic and textual levels; finally, the author summarizes the translation experience and puts forward some suggestions for further translation studies. The 12th Five-Year Plan for Energy Saving in Qingdao is a government document, which is a special style with strong accuracy and objectivity. Since the style is more serious, the fidelity of translation is required. This paper attempts to analyze the English translation of the 12th Five-Year Plan of Qingdao from the perspective of Skopos Theory. In addition, according to the purpose of translating government documents into English for the purpose of accurately communicating the political, economic and cultural policies of today's China, the author illustrates with examples that different translation strategies should be adopted to achieve this goal, such as supplementary method and abridged method. Transformation method and structure adjustment method etc. By introducing his own translation experience, the author hopes to contribute to the study of the translation of political literature and provide some inspiration for other translators in translating such materials.
