中国转型期公共政策安全问题研究

【摘要】：自社会转型期初期，中国面临社会主义市场经济的迅速发展的客观要求与国际政治的风云变幻，我国政府不断加快政策制定与贯彻落实工作，在国内政治经济等各项建设取得良好突出成绩的同时，也面临国内各种社会问题不断涌现的难题，经济、社会问题、政治安全问题等正日益引起新的风险，不断冲击我国社会公共秩序，，公共事件、突发社会危机等正对中国新的政策环境提出严峻挑战，与此同时，政策过程本身的发展也在不断变革中，利益集团的博弈与社会风险的加剧，正在向我们揭示着一个不容忽视的问题，即我国的公共政策安全问题。政策安全问题研究十分必要，本质上关系到执政安全与国家安全。本文针对该问题展开系列深入研究，首先围绕社会转型研究与国内现阶段，即社会转型阶段理论对中国政策安全问题研究的客观环境进行探讨，在研究中国公共政策安全的实质方面，对引起政策安全问题的主观因素，即社会风险因素与政策学习潜在风险因素进行分析，并在分析过程中引入相关的博弈理论与风险理论等，并对相关理论进行阐述，期待本文的创作能为中国公共政策安全问题的研究提供一点有益的帮助，为构筑社会主义安全体系提供有意义的建议。
[Abstract]:Since the beginning of the social transformation period, China has been facing the objective requirements of the rapid development of the socialist market economy and the changes in international politics. Our government has constantly accelerated the work of policy formulation and implementation, and has made good and outstanding achievements in the construction of domestic politics and economy. At the same time, it is also facing the problems of various social problems in the country, such as economic, social, and political security issues, which are increasingly causing new risks. The continuous impact on China's social public order, public events, sudden social crises and so on is posing severe challenges to China's new policy environment. At the same time, the development of the policy process itself is also constantly changing. The game of interest groups and the aggravation of social risks are revealing to us a problem that can not be ignored, that is, the issue of public policy security in our country. It is necessary to study the policy security, which is essentially related to the ruling security and national security. This paper makes a series of in-depth studies on this problem, first of all, it discusses the objective environment of the study of policy security in China around the social transformation research and the current stage theory of social transformation, and analyzes the subjective factors that cause the policy security problems, that is, the social risk factors and the potential risk factors of policy learning, in the study of the essence of China's public policy security. In the process of analysis, the relevant game theory and risk theory are introduced, and the related theories are expounded. It is expected that the creation of this paper can provide some useful help for the study of public policy security in China and provide meaningful suggestions for the construction of socialist security system.
