妇女联合会参与社会事务管理的SWOT分析

【摘要】：目前,我国处在一个特殊的转型时期,即从传统社会向现代社会转型的现代化过程和从计划经济向市场经济转型的市场化过程的“双重转型”过程中,这种社会特征的出现和形成,必然对整个国家无论是政治、经济还是社会等各个层面都会造成一定影响,继而导致一系列社会问题的出现并日趋增多,从另一方面来讲,社会问题的亟待解决也加强了各个政治、经济组织和社会团体彼此之间的依赖和相互影响。满足各社会阶层、不同利益群体生活、生存和发展需要,化解各种社会矛盾、解决不同社会问题,最终实现社会的和谐稳定和科学发展,成为现代社会的关键问题和重大课题。 90年代中后期,我国确立了“小政府、大社会”的新的改革目标,开始建立并逐步健全市场经济体制,同时为了顺应社会的发展,必须对政府的职能提出新的要求。政府要慢慢放松、放宽对社会的管制,把一些无暇顾及或者处理不好的社会事务交给有能力处理好这些事务的非政府组织等社会组织和民间团体来实施和管理,继而从“全能政府”的状态转变成“有限政府”,使政府和社会组织更加高效率的各司其职,慢慢发展成真正的“服务型政府”。经济体制的转型和政府职能的转变,为非政府组织的生存创造了必要性,同时为其发展壮大提供了广阔的空间。党的十六届四中全会上,中央确立了一种全新的社会管理格局——党委领导、政府负责、社会协同、公众参与,政府部门和社会团体分工协作和共同管理,社会事务管理主体日益多元化,成为当今社会发展的必然趋势。 妇女作为社会人口不可或缺的一部分,为了更好的满足自身的发展和需要,逐渐形成了自身的社会组织——妇女联合会。妇女联合会作为中国共产党领导下的妇女群众团体,是联系党、政府和妇女群众的桥梁和纽带,1995年重新认定了妇女联合会的“非政府组织”身份,使得政府和妇女联合会都开始思考重新整合社会和组织资源的问题,思考如何发挥组织的优势和力量积极参与到社会事务管理中去,更好的维护妇女群众的合法权益。胡锦涛同志在党的十七大报告中提出“支持工会、共青团、妇女联合会等人民团体依照法律和各自章程开展工作,参与社会事务管理,维护群众合法权益”；①在党的十八大报告中指出“支持工会、共青团、妇女联合会等人民团体充分发挥桥梁纽带作用,更好反映群众群众呼声,维护群众合法权益”；①中国妇女十大把“参与社会事务管理”写入《中华全国妇女联合会章程》。②无论是党中央的报告还是妇女组织自己的章程,这些都足以表明党、政府和人民对妇女联合会的重视,以及对妇女联合会参与社会事务管理的殷切期盼,并对其重大作用的发挥充满信心。 本文以“社会事务管理格局新型化、主体多样化”为大背景,以“非政府组织成为重要社会事务管理主体”为小背景,以“妇女联合会参与社会事务管理”为研究对象,重点分析妇女联合会在组织管理和社会参与中自身存在的优势和劣势以及面临的机遇与威胁(即SWOT分析),在这个基础之上,针对目前妇女联合会在履行社会事务管理的职责中仍然存在的一些问题,从多个方面提出合理的解释和策略,并对妇女联合会的未来发展做出美好的展望,同时对非政府组织的发展也起到一定的启示和借鉴。
