【摘要】：正1.新产业、新业态是经济发展的需要。2015年以来,世界经济复苏程度低于预期,国内深层次矛盾叠加影响加深,经济运行面临较大的下行压力,在产能过剩和节能减排的双重约束下,我国工业经济增长面临诸多挑战,难以持续。化解过剩产能已作为调整产业结构的重要任务之一,需要推动一批市场竞争力弱的中小企业加速退出市场;大型企业在产能布局、产量设计、市场营销等方面也需作出相应调整,将主要人力、物力、财力集中到科技研发、设备制造环节,促进
