山西省资源型经济发展评价研究

【摘要】：资源型省份作为重要的能源和原材料供应基地，极大地促进了我国经济增长与社会进步。然而从20世纪50年代开始，随着自然资源的渐渐枯竭和新技术革命带来的产业结构的升级，资源型省份依赖资源发展的方式受到了严重的打击，导致了经济增长缓慢、竞争力下降以及失业等问题，同时也付出了沉重的资源环境代价、生命代价与后续发展能力的代价。因此，资源型省份要如何摆脱资源依赖的发展方式成为社会各界重点关注的话题。本文在历史文献和现实状况的研究基础上，主要进行山西省资源型经济发展的评价研究。山西省作为全国重要的能源与原材料供应基地，长期高强度的资源开发导致支柱产业单一粗放，生态环境恶化，资源利用水平较低，安全生产事故多发，资源型经济发展的深层次矛盾和问题日益突出，严重的制约着山西省经济社会的可持续发展。 2010年12月1日，经国务院同意，国家发改委正式批复设立“山西省国家资源型经济转型综合配套改革试验区”。本文重点探讨山西资源型经济发展方式和评价研究，以期望为提高山西省经济可持续发展能力提供有效的理论指导。本文首先分析了山西省资源型经济发展的现状和发展需要解决的重点问题，，然后运用熵值法对山西省资源型经济发展进行评价。分析结果显示，山西省资源型经济发展能力在不断提高，但是山西省还处在初级阶段，之后要加大关注与投入，最终实现山西省经济社会的可持续和谐发展。
[Abstract]:As an important supply base of energy and raw materials, resource-based provinces have greatly promoted China's economic growth and social progress. However, since 1950s. With the gradual depletion of natural resources and the upgrading of industrial structure brought by the new technological revolution, resource-based provinces have suffered a serious blow to the way of resource development, resulting in slow economic growth. At the same time, it also pays the heavy cost of resources and environment, the cost of life and the cost of future development ability. How to get rid of the development mode of resource-dependent provinces has become the focus of attention from all walks of life. Based on the research of historical literature and reality, this paper mainly studies the evaluation of Shanxi's resource-based economic development. Shanxi Province is an important energy and raw material supply base in China. The long-term high intensity of resource development leads to the single extensive pillar industry, the deterioration of ecological environment, the low level of resource utilization, the frequent accidents in production safety, and the increasingly prominent deep-seated contradictions and problems in the development of resource-based economy. It seriously restricts the sustainable development of economy and society in Shanxi Province. In December 1st 2010, with the approval of the State Council, the National Development and Reform Commission formally approved the establishment of "Shanxi Province National Resource-based Economic Transformation Comprehensive Reform pilot Zone." This paper focuses on the development of Shanxi resource-based economy and evaluation research. In order to improve the ability of sustainable economic development of Shanxi Province to provide effective theoretical guidance. Firstly, this paper analyzes the current situation of Shanxi resource-based economy development and the key problems that need to be solved. Then the entropy method is used to evaluate the development of resource-based economy in Shanxi Province. The results show that the development ability of resource-based economy of Shanxi Province is constantly improving, but Shanxi Province is still in the primary stage. After that, we should pay more attention and input, and finally realize the sustainable and harmonious development of Shanxi's economy and society.
