【摘要】:《国家“十二五”科学和技术发展规划》中明确指出,技术创新服务平台是指面向产业和区域发展的重大需求,通过有效整合高等学校、科研院所、科技中介服务机构以及骨干企业等优势单位资源,面向企业技术创新共性需求提供公共服务的组织体系。技术创新服务平台主要功能包括条件资源服务、技术研发服务、技术成果转化与推广服务、产业技术人才培训与交流服务等。 近年来,党中央、国务院作出建设创新型国家的重大战略决策,提出到2020年,基本建成适应社会主义市场经济体制、符合科技发展规律的中国特色国家创新体系,进入创新型国家行列。作为国家技术创新工程的重要载体之一,技术创新服务平台对优化科技资源配置,促进科技资源开放共享,构建区域创新体系,建设创新型社会具有重要意义。 本文从产业技术创新服务平台基本理论,包括创新理论、平台理论、生命周期理论等开始着笔,深入调研长三角二省市(江苏、浙江、上海)产业技术创新服务平台建设运行现状,通过与产业技术创新服务平台相关的几类机构,如国家工程技术研究中心、科技基础条件平台、中小企业创新服务平台等进行比较研究,发现问题、总结经验,提出了在部分区域试点推进产业技术创新服务平台建设的实施方案,以及推进我国产业技术创新服务平台的支持与保障措施。 本文所进行的工作,部分源于国家科技部2012年软科学研究课题——“长三角产业技术创新服务平台有效模式与绩效评估”(2012GXS3D043),部分研究成果已在上海的技术创新服务平台建设运行过程中有所体现。同时,本文提出的产业技术创新服务平台试点方案,也已提交科技部相关司局,供决策参考。
[Abstract]:The 12th Five-Year Plan for Science and Technology Development clearly points out that the service platform for technological innovation refers to the major needs of industrial and regional development, through the effective integration of institutions of higher learning and scientific research institutes. Scientific and technological intermediary service institutions as well as backbone enterprises and other advantages of unit resources to meet the common needs of enterprise technological innovation to provide public services organizational system. The main functions of technological innovation service platform include conditional resources services. Technical research and development services, technical achievements transformation and extension services, industrial technical personnel training and exchange services. In recent years, the CPC Central Committee and the State Council have made a major strategic decision to build an innovative country. By 2020, the CPC Central Committee and the State Council have basically established and adapted to the socialist market economic system. The national innovation system with Chinese characteristics, which conforms to the law of science and technology development, has entered the ranks of innovative country. As one of the important carriers of national technological innovation project, the service platform of technological innovation has optimized the allocation of science and technology resources. It is of great significance to promote the opening and sharing of scientific and technological resources, to build a regional innovation system and to build an innovative society. This paper begins with the basic theories of industrial technological innovation service platform, including innovation theory, platform theory, life cycle theory, etc., and deeply investigates the two provinces and cities of Yangtze River Delta (Jiangsu, Zhejiang). Shanghai) the current situation of the construction and operation of the industrial technology innovation service platform, through several kinds of institutions related to the industrial technology innovation service platform, such as the national engineering technology research center, the scientific and technological basic condition platform. Small and medium-sized enterprises innovation service platform and other comparative research, found problems, summed up experience, proposed in some regions to promote the implementation of pilot industrial technology innovation service platform construction program. And the support and safeguard measures of promoting the service platform of industrial technological innovation in our country. The work carried out in this paper. In part, it comes from the soft science research project of the Ministry of Science and Technology in 2012, "effective Mode and performance Evaluation of Industrial technological Innovation Service platform in the Yangtze River Delta" (2012GXS3D043). Some of the research results have been reflected in the construction and operation of the technology innovation service platform in Shanghai. At the same time, the pilot scheme of the industrial technology innovation service platform has been submitted to the relevant departments of the Ministry of Science and Technology.
