【摘要】：正长期以来,党中央、国务院非常关心原中央苏区的经济社会发展和民生的改善,在资金、政策和项目安排等方面对原中央苏区给予了多方面的倾斜。但是,由于各种原因大部分原中央苏区经济社会发展和民生问题与发达地区的差距一直在拉大,当前闽西在改革发展过程中遇到的瓶颈问题就可见一斑,这些问题应引起高度重视。一、闽西原中央苏区的现实发展瓶颈(一)财力严重不足、政府债务包袱沉重,导致龙岩市经济社会发展先天不足。一是财政收入总量少,占全省比重偏低。从龙岩与
