【摘要】:20世纪以来,随着我国经济社会发展进入快速发展时期,对于矿产资源的需求加速,很多大中型矿山的可采资源储量加速消耗,特别是许多老矿山面临资源枯竭的危机,不仅影响到国家发展对于资源需求的保障,同时也带来老矿山企业生存、地方经济发展和企业职工就业等一系列问题。为此,国家高度重视老矿山接替资源的问题,国土资源部会同财政部和发展改革委等相关部门,组织实施了危机矿山接替资源找矿工作,并取得了显著成绩。但目前我国危机矿山接替资源找矿专项效益评价工作,尚处于初始阶段,缺乏系统的经济效益评价与社会效益评价研究,不利于危机矿山接替资源找矿工作的科学管理,进一步提高其实施效益,因此,有必要针对危机矿山接替资源找矿专项效益评价进行研究。 本文运用矿产资源经济评价理论和财政投资评价等相关理论,采用定量与定性分析相结合的方法,,对危机专项项目社会经济效益进行分析总结,对工作成果和产出指标、政府财政专项投资的使用效率进行分析,在采用模糊层次分析法进行分析的基础上,构建出危机专项社会经济效益评价指标体系和评价模型,并对河北迁安接替资源找矿项目进行了实证分析,提出了提高危机矿山专项社会经济效益的对策建议。主要研究成果如下: (1)对危机专项实施所产生的社会经济效益进行系统分析:在系统总结危机矿山接替资源找矿专项实施的基本情况和效果的基础上,采用关键效益指标法,选择延长矿山服务年限、稳定就业人口(职工)数、中央财政资金拉动效益等作为关键指标对危机矿山接替资源找矿专项的实施效果进行定量分析,结果表明危机专项总体社会经济效益明显。 (2)构建了危机专项社会经济效益评价指标体系:基于矿产资源经济评价理论和财政投资评价等相关理论,结合危机专项实施所产生的社会经济效益分析,构建了危机专项社会经济效益评价指标体系。该评价指标体系从矿产资源贡献、管理技术经济贡献、直接社会贡献和间接社会贡献四个方面选取了资源的综合利用、资源潜力、储量、服务年限等二十个具体指标构成。 (3)提出了提高危机专项社会经济效益的建议:以河北迁安典型接替资源找矿项目为例,采用层次分析法和模糊综合评价相结合的方法,对所构建的评价指标体系进行了实证分析,并基于评价结果提出需进一步深化矿业和矿山企业体制改革,建立健全危机专项相关配套政策体系;促进商业性矿产勘查与矿山资源开发有机结合,推动现有“一矿一企”型矿山向具有国际竞争力的矿业公司转变;制定相关危机矿山接替资源找矿专项资金监督管理制度等相关政策建议。
[Abstract]:Since the 20th century , with the rapid development of the economic and social development of our country , the demand of the mineral resources accelerated , the recoverable reserves of many large and medium - sized mines accelerated the consumption , especially many old mines faced a series of problems such as survival , local economic development and the employment of workers and workers . Based on the analysis of the theory of mineral resources economic evaluation and the evaluation of financial investment , this paper analyzes the social and economic benefits of special projects with quantitative and qualitative analysis . Based on the analysis of the fuzzy analytic hierarchy process , the paper constructs the evaluation index system and the evaluation model of the special social and economic benefits of the crisis , and puts forward some countermeasures to improve the special social and economic benefits of the crisis mine . The main research results are as follows : ( 1 ) Systematic analysis of the social and economic benefits arising from the special implementation of the crisis : Based on the systematic summary of the basic condition and effect of the special implementation of the mine replacement resource , the key indicators are adopted to analyze the effect of the special effect of the mine replacement resource in the crisis mine by selecting the service life of the mine , stabilizing the number of employed persons ( workers ) , and pulling the benefit of the central financial resources . The results show that the overall social and economic benefits of the crisis are obvious . ( 2 ) The evaluation index system of special social economic benefits is constructed . Based on the theory of mineral resources economic evaluation and the evaluation of financial investment , the paper constructs the index system of the evaluation index system of special social economic benefits based on the analysis of the social and economic benefits generated by the special implementation of the crisis . The evaluation index system consists of twenty concrete indexes such as the contribution of mineral resources , the contribution of management technology , the direct social contribution and the contribution of indirect social contribution . ( 3 ) The proposal of improving the special social economic benefits of the crisis is put forward : taking a typical replacement resource exploration project as an example , combining the analytic hierarchy process and the fuzzy comprehensive evaluation , an empirical analysis is carried out on the evaluation index system , and based on the result of the evaluation , it is proposed to further deepen the reform of the mining and mining enterprise system , establish and perfect the relevant supporting policy system of the crisis , promote the organic combination of the commercial mineral exploration and the mine resource development , promote the transformation of the existing " one mine - enterprise " type mine to the international competitive mining company ; and formulate relevant policy recommendations such as the relevant crisis mine replacement resource prospecting special fund supervision and administration system .
