【摘要】：经济技术开发区是中国最早在沿海开放城市设立的以发展知识密集型和技术密集型工业为主的特定区域。建设经济技术开发区是我国实施改革开放政策的一项重要战略决策,也是一项重要的制度创新举措,在我国现代化建设进程中发挥着重要的作用。我国经济技术开发区建立的背景和基础条件相差较大,经过多年的建设,不同开发区的发展不平衡,特别是开发区的经济运行效率存在较大的差异。在当前我国经济技术开发区建设发展的关键时期对其运行效率进行比较分析,可以推进我国经济技术开发区的良性运行,对于转变经济发展方式,促进区域经济健康快速发展,增强我国经济实力,实现全面建成小康社会的宏伟目标具有重要的战略意义。本文分析了我国经济技术开发区从1984年建立第一个国家级开发区起至今近30年大致经历的三个发展阶段以及对区域的带动作用,即：对经济总量的带动作用、对技术创新的带动作用、在城市对外开放中的主导作用。阐述了规模效率相关理论、产业聚集效率理论和资源效率理论等三大基础理论,并以此为研究的理论基础,分析了开发区经济运行中的规模效率、产业聚集效率和资源效率,提出开发区经济运行效率的理论分析框架。在分析开发区的规模效率、聚集效率、资源效率的基础上,应用数据包络分析(DEA)测度开发区经济运行的投入产出效率。为此,构建了适合开发区经济运行效率评价的多投入多产出指标体系及DEA模型,对我国的主要国家级经济技术开发区的运行效率进行了静态分析和动态分析。通过对经济技术开发区经济运行效率的定量分析和实证研究,有针对性地提出提升我国经济技术开发区经济运行效率的对策建议,这些对策建议包括：合理规划布局,增大开发区规模效益；调整产业结构,扩大开发区产业集聚优势；实施创新驱动,提升开发区资源利用效率；推进体制改革,提高开发区行政管理效率等方面。
[Abstract]:The economic and technological development zone is a special area established in the coastal open cities in China to develop knowledge-intensive and technology-intensive industries. The construction of economic and technological development zones is an important part of China's reform and opening up policy. Strategic decisions. It is also an important measure of institutional innovation, which plays an important role in the process of modernization in China. The background and basic conditions of the establishment of economic and technological development zones in China are quite different, and after many years of construction. The development of different development zones is not balanced, especially the economic operation efficiency of development zones has great differences. In the key period of the construction and development of economic and technological development zones in China, the operational efficiency is compared and analyzed. It can promote the benign operation of China's economic and technological development zones, change the mode of economic development, promote the healthy and rapid development of regional economy, and enhance the economic strength of our country. It is of great strategic significance to realize the grand goal of building a well-off society in an all-round way. This paper analyzes the three stages of economic and technological development zones in China since the establishment of the first state-level development zone in 1984 and its driving effect on the region in the past 30 years. That is, the driving effect on the total economic volume, the driving effect on the technological innovation, and the leading role in the opening up of the city. This paper expounds the three basic theories of scale efficiency theory, industrial agglomeration efficiency theory and resource efficiency theory, and analyzes the scale efficiency in the economic operation of the development zone. Industrial agglomeration efficiency and resource efficiency, the paper puts forward the theoretical analysis frame of economic operation efficiency of development zone. On the basis of analyzing the scale efficiency, agglomeration efficiency and resource efficiency of the development zone, the input-output efficiency of the economic operation of the development zone is measured by using the data envelopment analysis (DEAA). The index system of multi-input and multi-output and the DEA model are constructed to evaluate the economic operation efficiency of the economic development zones. The static and dynamic analysis of the operational efficiency of the main state-level economic and technological development zones in China is carried out. Through the quantitative analysis and empirical research on the economic operation efficiency of the economic and technological development zones, the paper puts forward the countermeasures and suggestions to improve the economic operation efficiency of the economic and technological development zones in China. These countermeasures and suggestions include: reasonable planning and layout, increasing the scale benefit of the development zone; Adjust the industrial structure and expand the industrial agglomeration advantage of the development zone; Implement innovation-driven to improve the efficiency of resource utilization in the development zone; Promote the reform of the system, improve the efficiency of administrative management of development zones and so on.
