浙江省产业集群转型升级的战略研究

【摘要】：产业集群是指某一特定领域内具有地理邻近性和产业关联性的企业和机构的集合体；这些企业和机构之间相互依存、互为补充,创造产业的竞争优势,并且能够带动区域经济快速发展。改革开放以来,在市场机制和政府引导的双重作用下,浙江省业已形成一批以产业和空间聚集为基本特色的产业集群,集群范围覆盖浙江省大部分地区,但仍存在行业分布不均衡、价值链低端锁定等一系列问题。从现代产业集群发展趋势看,集群规模仍将持续扩张,空间辐射范围向两极化发展,品牌和创新正逐渐成为竞争优势的主要来源,专业化分工协作体系趋于完善,支撑体系将由硬要素支撑为主向软要素支撑为主转变。研究浙江省产业集群发展模式,探索浙江省产业集群的发展战略,对优化浙江省工业领域资源配置、促进经济布局合理化、进一步提升产业国际竞争力具有重要意义。通过对产业集群的理论回顾与经验总结,并结合浙江省产业集群发展实际,研究浙江省产业集群发展背景,在此基础上提出了浙江省产业集群发展路径和对策措施,并通过黄岩磨具产业集群的转型升级实例进行验证。从国际方面看,世界经济增长仍具较高不确定性,国际贸易格局将出现深刻变化,国际专业化分工将进一步细化、世界技术革命正在酝酿当中；从国内方面看,产业结构调整和发展方式转变成为调控基调,浙江省经济社会发展处于加速向全面建设小康社会冲刺阶段,消费需求潜力有所释放,消费结构有望升级,战略性新兴产业获更大发展良机等。面对国际国内环境的变化,研究认为,浙江省产业集群发展将面临国际贸易环境变化、国内宏观政策的效益导向、资源要素不足或低端化、集群企业自主创新能力低下、地方政府的产业集群管理水平等一系列挑战。在研究过程中,结合本人实际岗位工作,运用项目管理专业中所学的经济学和管理经济学的理论知识,在对浙江省产业集群发展现状与环境分析的基础上,并根据浙江省产业集群发展模式分析,提出了“培育和发展一批特色明显、结构优化、体系完整、环境友好和市场竞争力强的产业集群,产业集群对浙江省工业经济发展的支撑作用进一步加强”的发展思路,阐明了“企业主体和市场主导相结合、规划引导和政策扶持相结合、分类指导和分阶段推进相结合、中长期战略和短期策略相结合”的发展原则,指出了“推进科技创新,推进对内对外开放,推进城镇化,推进政府管理模式转变”四大发展重点,提出了“加强组织领导,加强组织建设,加大创新投入强化政策扶持”等四大举措,并通过黄岩模具产业集群转型升级实例来印证战略的可行性。
[Abstract]:Industrial cluster refers to the agglomeration of enterprises and institutions with geographical proximity and industrial relevance in a particular field. These enterprises and institutions depend on each other, complement each other, create the competitive advantage of industry, and can promote the rapid development of regional economy. Since the reform and opening up, under the dual role of market mechanism and government guidance. Zhejiang Province has formed a number of industrial clusters with industrial and spatial aggregation as the basic characteristics, the cluster scope covers most areas of Zhejiang Province, but there is still an uneven distribution of industries. From the trend of the development of modern industrial cluster, the scale of cluster will continue to expand, and the radiation range of space will be polarized. Brand and innovation are gradually becoming the main source of competitive advantage, specialized division of labor and cooperation system tends to improve. The supporting system will be changed from hard element support to soft element support. This paper studies the development mode of Zhejiang industrial cluster, explores the development strategy of Zhejiang industrial cluster, and optimizes the allocation of industrial resources in Zhejiang province. It is of great significance to promote the rationalization of economic layout and further enhance the international competitiveness of industries. Through the review of the theory and experience of industrial clusters, and combined with the development of industrial clusters in Zhejiang Province, the background of the development of industrial clusters in Zhejiang Province is studied. On this basis, the development path and countermeasures of Zhejiang industrial cluster are put forward, and verified by the example of transformation and upgrading of Huang Yan abrasive industry cluster. From the international point of view, the world economic growth is still highly uncertain, the pattern of international trade will undergo profound changes, the international specialization will be further refined, and the world technological revolution is brewing; From the domestic point of view, the adjustment of industrial structure and the transformation of the mode of development become the tone of regulation and control. The economic and social development of Zhejiang Province is in the stage of speeding up the construction of a well-off society in an all-round way, and the potential of consumption demand has been released. The consumption structure is expected to be upgraded and the strategic emerging industries will have greater opportunities to develop. In the face of the changes in the international and domestic environment, the study believes that the development of industrial clusters in Zhejiang Province will face changes in the international trade environment. There are a series of challenges such as the benefit orientation of domestic macro policy, the shortage or low end of resource elements, the low independent innovation ability of cluster enterprises, and the management level of local government industrial cluster. In the course of the research, combined with my actual post work, using the theoretical knowledge of economics and management economics learned in the project management major, on the basis of the development of industrial clusters in Zhejiang Province and the analysis of the environment. Based on the analysis of the development mode of Zhejiang industrial cluster, the paper puts forward the idea of cultivating and developing a group of industrial clusters with obvious characteristics, structural optimization, complete system, friendly environment and strong market competitiveness. The idea of the development of the industrial cluster in Zhejiang Province is further strengthened, which clarifies the combination of the main body of the enterprise and the market leading, the combination of planning guidance and policy support. The development principle of the combination of classified guidance and phased advance, medium and long term strategy and short term strategy, pointed out that "promote scientific and technological innovation, promote opening to the outside world, and promote urbanization." To promote the transformation of government management mode "four major development priorities," put forward "strengthen organizational leadership, strengthen organizational construction, increase innovation input to strengthen policy support" and other four major measures. And through Huang Yan mold industry cluster transformation and upgrading to verify the feasibility of the strategy.
