湖北省技术引进、科技成果转化与开发区产业布局优化升级研究

【摘要】：产业布局是产业在一国或一地区范围内的空间分布与组合,是各种生产要素和资源通过流动实现的优化配置过程。优化产业布局,推动产业布局层次各要素之间有机联系、协调发展,不断完善产业布局机制,对于产业发展具有重要的意义。通过建立技术引进、科技成果转化与开发区产业布局的关联模型进行实证分析得出以下结论:推进科技成果转化对湖北开发区发展具有正向作用,各市州已有开发区的技术引进或科技成果转化战略各有侧重。产业优化应以国家级高新区和经开区为重点,加快推动开发区体制机制改革;以科技含量高、附加值高的企业和项目为支撑,加快推动开发区技术引进和科技成果研发转化;以紧扣市州产业发展战略为导向,积极探索各地各类开发区发展新模式。
[Abstract]:Industrial layout is the spatial distribution and combination of industries in a country or a region. It is a process of optimizing the allocation of various production factors and resources through the flow.It is of great significance for industrial development to optimize the industrial layout, promote the organic relationship between the elements of the industrial layout level, coordinate the development, and constantly improve the industrial layout mechanism.By establishing a model of technology introduction, transformation of scientific and technological achievements and industrial layout of development zones, the following conclusions are drawn: promoting the transformation of scientific and technological achievements has a positive effect on the development of Hubei Development Zone.Each city prefecture already developed the technology introduction or the science and technology achievement transformation strategy has the emphases separately.Industrial optimization should focus on national high-tech zones and economic development zones, accelerate the reform of the system and mechanism of the development zones, and speed up the technology introduction and research and development transformation of the development zones, supported by enterprises and projects with high science and technology content and high added value.Guided by the industrial development strategy of the prefectures, we actively explore the new development model of all kinds of development zones.
