产业链技术创新的模式与政府行为研究

【摘要】:在经济全球化和知识经济的发展背景下,国家、区域和企业间的竞争已体现为产业链之间的竞争。目前我国各地区的产业链发展存在着一些问题,如产业链不完善,产业链断环、孤环较多,产业链技术创新能力不足等问题。本文运用经济学、系统学、管理学、技术创新理论、产业集群理论等相关理论,采取了文献综述法、理论研究方法和实践研究方法、实证分析等分析方法,研究了产业链技术创新的模式及其政府行为。这一方面弥补了产业链技术创新模式理论上的空白之处,另一方面对政府制定产业发展政策、企业制定发展战略等具有一定的实践指导意义。产业链技术创新涵盖了从知识创新、研究开发、生产开发到市场开发、技术扩散的一系列过程,主要通过市场需求拉动机制、技术推动机制和传导机制来实现。该过程具有复杂性和自组织性、市场导向性和政策诱导性、高风险性和高收益性、传递性和累积性的特点,不同于其他企业层次或国家层次的技术创新活动。产业链技术创新的模式可以分为产业集群创新模式、产业技术创新联盟模式和重大科技专项三种。每种模式都以其独特的优势促进产业链技术创新。企业是产业链技术创新的主体,但政府也发挥着重要作用,包括宏观调整、政策引导、协调管理监督等。政府行为方式主要包括经济政策、法律法规、科技及服务和文化教育四个方面。在产业链技术创新的不同环节和不同模式中,政府发挥作用的行为方式、角色有所不同。论文运用进化博弈理论对电动汽车产业链技术创新的主要三个主体——L游企业、下游企业和政府进行了分析,指出产业链技术创新长期发展的趋势是上下游企业进行合作创新且政府会介入其中。以武汉市为例,对其产业链技术创新的三种模式进行了案例分析。最后,论文采用数据包络分析方式评价了武汉市整体技术创新效率和武汉市高新技术产业内细分产业链的技术效率。与其他城市相比,武汉f市在九个城市中排名第七,技术效率较低,说明其未来应重点提高技术资源的配置效率,提高科技成果转化率,增加产出。武汉市部分产业链中电子信息产业链的技术效率最低。论文进一步分析了武汉市产业链技术创新效率低下的原因,提出了政府应充分利用技术创新资源,提高自主创新能力;提高技术创新资源的配置效率,强化产业链技术创新中企业的主体地位;提高科技成果转化率,增强创新产品的市场竞争力;实施知识产权战略,完善法律法规;强化政府的服务职能。
[Abstract]:Under the background of economic globalization and knowledge economy, the competition among countries, regions and enterprises has been reflected in the competition among industrial chains.At present, there are some problems in the development of industrial chain in various regions of China, such as imperfect industrial chain, broken industrial chain, more isolated rings, insufficient technical innovation ability of industrial chain and so on.Based on the relevant theories of economics, systematics, management, technology innovation and industrial cluster, this paper adopts the methods of literature review, theoretical and practical research, empirical analysis, etc.The model and government behavior of technological innovation in industrial chain are studied.On the one hand, it makes up the gap in the theory of industrial chain technological innovation mode, on the other hand, it has some practical significance for the government to formulate industrial development policies and enterprises to formulate development strategies.Technological innovation in industrial chain covers a series of processes from knowledge innovation, research and development, production development to market development, and technology diffusion, which is mainly realized through market demand pulling mechanism, technology promotion mechanism and transmission mechanism.The process is characterized by complexity and self-organization, market orientation and policy guidance, high risk and high profitability, transitivity and accumulation, and is different from other technological innovation activities at the enterprise level or at the national level.The technological innovation model of industrial chain can be divided into three types: industrial cluster innovation mode, industrial technological innovation alliance model and major science and technology project.Each model promotes technological innovation in the industrial chain with its unique advantages.Enterprises are the main body of technological innovation in industrial chain, but the government also plays an important role, including macro-adjustment, policy guidance, coordination management and supervision.Government behavior mainly includes four aspects: economic policy, laws and regulations, science and technology and service, culture and education.In different links and modes of technological innovation in the industrial chain, the role of government is different.In this paper, the evolutionary game theory is used to analyze the three main subjects of technological innovation in the electric vehicle industry chain, namely, L enterprises, downstream enterprises and the government.It is pointed out that the trend of long-term development of technological innovation in industrial chain is cooperative innovation between upstream and downstream enterprises and government intervention.Taking Wuhan City as an example, three models of technological innovation in industrial chain are analyzed.Finally, the paper uses the data envelopment analysis method to evaluate the overall technological innovation efficiency of Wuhan and the technical efficiency of the industrial chain subdivision in the high-tech industry of Wuhan.Compared with other cities, Wuhan f city ranks seventh among the nine cities, and its technical efficiency is low, indicating that it should focus on improving the efficiency of technical resources allocation, increasing the conversion rate of scientific and technological achievements and increasing the output in the future.The technical efficiency of electronic information industry chain is the lowest in some industrial chains of Wuhan.The paper further analyzes the reasons for the low efficiency of technological innovation in Wuhan industrial chain, and puts forward that the government should make full use of technological innovation resources, improve the ability of independent innovation, and improve the efficiency of allocation of technological innovation resources.Strengthen the main position of enterprises in the technological innovation of industrial chain; improve the conversion rate of scientific and technological achievements and enhance the market competitiveness of innovative products; implement the strategy of intellectual property rights, perfect laws and regulations; strengthen the service function of the government.
