科学发展观下西安市低碳经济发展研究

【摘要】:在工业革命的带动下,全球工业迅猛发展,由此导致世界各国对碳资源的使用大幅增加,全球碳排放量与日俱增,平均气温持续上升。如何解决发展与碳排放量之间的平衡问题,已成为各国经济发展所面临的共同难题。在此背景下,低能耗、低污染、低排放的低碳经济应运而生。并迅速成为各国实现可持续发展的共同选择。低碳经济因此也被认为是继工业革命后,又一次世界性的革命。中国作为发展中国家,长期以来为了经济的快速发展,一直采取粗放型经济模式,碳能源消费总量以及碳排放量逐年快速增长。为此,2003年,胡锦涛总书记提出了科学发展观理论,指出“建设生态文明,形成节约能源资源和保护生态环境的产业结构、增长方式、消费模式”的理念,为我国未来发展低能耗、低污染、低排放的经济模式指明了方向。在2007年,胡锦涛总书记更是提出大力发展低碳经济,加强低碳技术的研究开发。因此,在科学发展观的指导下,发展低碳经济已是我国实现可持续发展的必由之路。陕西省是全国5省8市低碳试点地区之一,西安市作为陕西的省会城市,更应该积极贯彻实施科学发展观,在科学发展观理论指导下,积极发展低碳经济,为陕西以及整个西北地区的低碳经济发展起到带动示范作用。本论文在科学发展观的视角下,对西安市低碳经济的发展进行了研究。第一部分研究了科学发展观、低碳经济及相关理论发展过程。第二部分通过对理论的研究,指出科学发展观与低碳经济的理论统一性,科学发展观对低碳经济的发展起指导作用,发展低碳经济是对科学发展观的贯彻落实。第三部分研究了,西安市低碳经济发展现状以及国外低碳经济的发展经验。第四部分对碳排放量的计算方法进行介绍,研究IPCC碳排放量的计算方法,结合《西安市统计年鉴》(2012)的数据计算西安市碳排放量,并应用LMDI法分析西安市碳排放量影响因素。第五部分对西安市低碳经济的优势、劣势进行了分析。第六部分在科学发展的指导下,研究西安市未来全面推行低碳经济的对策。
[Abstract]:Driven by the industrial revolution, global industry has developed rapidly, which has led to a large increase in the use of carbon resources, increasing global carbon emissions and rising average temperature.How to solve the balance between development and carbon emissions has become a common problem in the economic development of all countries.In this context, low energy consumption, low pollution, low emission low carbon economy emerged as the times require.And quickly become a common choice for countries to achieve sustainable development.The low-carbon economy is therefore considered to be another worldwide revolution after the industrial revolution.As a developing country, China has been adopting extensive economic model for a long time for the sake of rapid economic development. The total amount of carbon energy consumption and carbon emissions have been increasing rapidly year by year.Therefore, in 2003, General Secretary Hu Jintao put forward the theory of scientific development view, pointing out the idea of "constructing ecological civilization, forming industrial structure, growth mode and consumption pattern of saving energy and resources and protecting ecological environment".It points out the direction of developing low energy consumption, low pollution and low emission economic model in the future.In 2007, General Secretary Hu Jintao also proposed to develop a low-carbon economy and strengthen the research and development of low-carbon technology.Therefore, under the guidance of scientific concept of development, the development of low-carbon economy is the only way to achieve sustainable development in China.Shaanxi Province is one of the low carbon pilot areas in 5 provinces and 8 cities. Xi'an, as the provincial capital of Shaanxi, should actively implement the scientific development concept and actively develop the low-carbon economy under the guidance of the scientific development concept theory.For Shaanxi and the entire northwest region of low-carbon economic development to play a leading role in demonstration.In this paper, the development of low-carbon economy in Xi'an is studied from the perspective of scientific development.The first part studies the development process of scientific development concept, low-carbon economy and related theories.The second part points out the unity of the theory of scientific development and low-carbon economy through the theoretical research. The scientific development view plays a guiding role in the development of low-carbon economy, and the development of low-carbon economy is the implementation of scientific development concept.The third part studies the development of low-carbon economy in Xi'an and the development experience of foreign low-carbon economy.The fourth part introduces the calculation methods of carbon emissions, studies the calculation method of IPCC carbon emissions, calculates the carbon emissions of Xi'an City by combining the data of Xi'an Statistical Yearbook, and analyzes the influencing factors of carbon emissions in Xi'an by using LMDI method.The fifth part analyzes the advantages and disadvantages of Xi'an low-carbon economy.The sixth part, under the guidance of scientific development, studies the countermeasures of promoting low-carbon economy in Xi'an in the future.
