中国经济增长的经济代价研究

【摘要】：自1978年改革开放以来,中国保持着年均9.7%的GDP增长率,社会财富大大增加,2011年成为世界第二大经济体。但是中国的经济增长也伴随着收入差距拉大、社会就业容量不足、人与自然关系紧张等多方面问题,这些问题伴随中国粗放式经济增长过程而出现,本质上是由生产要素价格扭曲、产业结构失衡以及垄断造成效率损失等中国市场经济体制的不完善引起,属于中国经济增长的经济代价。西方传统经济增长理论对于增长代价问题的研究并不多,大都遵循工具理性的原则,强调效果论,重视经济增长的实物产出,无论是主流经济学、新制度学派或是反增长理论,均很少从经济代价的角度进行经济增长的评价,或者没有立足于经济伦理的维度分析经济增长的利弊得失,缺乏系统的经济增长代价理论。本文建立了一个中国经济增长经济代价的分析框架,首先对经济代价进行了概念上的界定,并区分了经济增长过程中的代价和经济增长结果中的代价,提出经济增长的经济代价包括政府投资效率低下、经济波动加大、就业不足、资源环境形势严峻、收入差距拉大和政府主导增长造成的长期宏观代价共六个方面。接着,本文根据这6个方面建立了包括25个基础指标的指标体系,运用主成分分析方法对中国经济增长经济代价及其时序变化特征进行了评价,结果显示,改革开放以来中国经济增长经济代价呈现较慢增长——较快增长——再次较慢增长的变化趋势。对于中国经济增长经济代价的形成因素,本文从理论误导和经济政策引导失范两个方面进行了分析。最后,与经济增长经济代价的六个方面相对应,本文提出了实现中国低代价经济增长的政策建议。
[Abstract]:Since the reform and opening up in 1978, China has maintained an average annual GDP growth rate of 9.7 percent, and social wealth has greatly increased. In 2011, China became the world's second largest economy. However, China's economic growth is accompanied by a widening income gap, insufficient social employment capacity, tension between man and nature, and so on. These problems have emerged along with the process of extensive economic growth in China. Essentially, it is caused by the imperfect market economy system, such as the price distortion of production factors, the imbalance of industrial structure and the loss of efficiency caused by monopoly, which belongs to the economic cost of China's economic growth. There are few researches on the cost of growth in the western traditional economic growth theory, most of them follow the principle of instrumental rationality, emphasize the theory of effect, and attach importance to the real output of economic growth, whether it is mainstream economics, new institutional school or anti-growth theory. They seldom evaluate economic growth from the angle of economic cost, or do not base on the dimension of economic ethics to analyze the pros and cons of economic growth, and lack of systematic economic growth cost theory. This paper establishes an analytical framework of the economic cost of economic growth in China. Firstly, it defines the economic cost conceptually, and distinguishes between the cost in the process of economic growth and the cost in the outcome of economic growth. The economic costs of economic growth include the inefficiency of government investment, the increase of economic fluctuation, underemployment, the severe situation of resources and environment, the widening of income gap and the long-term macro-cost caused by government-led growth. Then, according to these six aspects, this paper establishes an index system including 25 basic indexes, and evaluates the economic cost and its temporal change characteristics of China's economic growth by using principal component analysis method. The results show that, Since the reform and opening up, the economic cost of China's economic growth has shown a trend of slower growth-faster growth-and slower growth again. This paper analyzes the forming factors of the economic cost of China's economic growth from two aspects: theoretical misdirection and economic policy guidance. Finally, corresponding to the six aspects of the economic cost of economic growth, this paper puts forward some policy suggestions for the realization of low-cost economic growth in China.
