【摘要】：技术创新是一个国家或地区实现经济快速发展的主要动力,也是企业、高校、科研机构和政府实现联盟式合作促进产业升级的重要工具。我国技术创新经历了建国之初以计划经济体制下以大院大所为主体、改革开放初期以高等院校为主体,以及现在的国家创新体系以企业为主体的演变过程。虽然在不同的历史时期,技术创新的主体和创新的目标不尽一致,但技术创新已经成为我国创新体系的重要组成部分。产业技术创新是指以市场为导向,以企业技术创新为基础,实现产业升级,以提高产业竞争力为目标。从产业技术创新的运行机理上看,它是以企业与企业、产业与产业之间的扩散为重点过程,通过新产品或新工艺设想的产生,经过技术的开发(或引进、吸收消化)、生产、商业化到产业化整个过程一系列活动的总和；与此同时,产学研合作作为新形势下我国科研、教学模式改革的重要方向,既充分整合了高校、科研机构在科研能力、环境、信息等方面的优势,又体现了企业资本优化利用的趋势,它的实质是理论与实践结合、成果与市场结合,是促进我国技术进步、科技创新的必要手段,而产学研合作的过程其实就是创新的过程,也可以视作生产要素重新组合创造溢出效应的过程。因此,产业技术创新与产学研结合既是一个全新的课题,也是知识创新系统与技术创新系统交叉互补、协同发展的契合点。本文通过对产业技术创新与产学研结合概念的界定、理论的分析、国内外先进经验的借鉴,重点研究了以下几个方面内容：第一、通过对产业技术创新与产学研合作概念的分析,指出两者之间的结合,既是其概念的边界,也是概念延伸和交汇的表现,两种概念重合的结果是产业技术创新战略联盟形式的出现；第二、按照参与合作的主体,通过问卷调查、实地走访等形式,同时对我国企业、不同学研机构和政府参与产业技术创新与产学研结合的现状进行量化分析,并分别指出其参与产业技术创新与产学研结合过程中存在的问题；第三、构建了企业、学研机构、政府等不同参与主体、参与产业技术创新与产学研结合的路径及模式构建；第四、指出了构建产业技术创新与产学研结合评价的原则与评价方法,并在此基础上,构建了包括企业、学研机构、政府在内的三区评价体系,对产业技术创新与产学研结合效果进行了理论评价；第五、通过对河南天冠企业集团与南阳师范学院生命科学与技术学院的产业技术创新与产学研结合,采用罗氏等级评分法与问卷调研等方式对评价体系运用效果进行了实证研究,指出了技术创新与产学研结合在实际合作过程中存在的一系列现实问题。本文通过对产业技术创新和产学研结合的分析,在借鉴国内外经验的基础上,结合我国的现状,提出了我国产业技术创新和产学研结合的路径和模式,并构建了针对企业、学研机构和政府的评价体系,论文最后以河南天冠集团和南阳师范学院产业技术创新与产学研结合的案例进行了实证研究。论文进一步发展了产业技术创新理论,为技术创新与产学研结合提供了较好的支撑,并为企业、学研机构和政府的产业创新活动提供了决策参考。
[Abstract]:Technological innovation is the main motive force to realize the rapid economic development in a country or region . It is also an important tool for enterprises , universities , scientific research institutions and government to realize the alliance type cooperation to promote industrial upgrading .

Industrial technological innovation refers to the realization of industrial upgrading based on the market - oriented technology innovation as the foundation , so as to improve the industrial competitiveness .
At the same time , as the important direction of the reform of scientific research and teaching mode in our country under the new situation , the research and research cooperation has fully integrated the advantages of university and scientific research institutions in scientific research capacity , environment , information and so on .

This paper focuses on the following aspects through the definition of the concept of industrial innovation and research and research , the analysis of the theory , the reference of advanced experience at home and abroad :

First , through the analysis of the concept of industrial technology innovation and research and research cooperation , it is pointed out that the combination of the two concepts is not only the boundary of the concept , but also the representation of the concept extension and intersection , and the result of the two concepts is the emergence of the strategic alliance of industrial technology innovation ;

Secondly , according to the main body of participating cooperation , through questionnaire , field visit and so on , the present situation of enterprises , non - student research institutions and government participation in industry technological innovation and industry research and research is analyzed , and the problems existing in the integration of technological innovation and production and research are pointed out .

Thirdly , the author constructs the path and model of the combination of industrial technology innovation and production research , including enterprise , academic research institution , government and so on .

Fourthly , it points out the principle and evaluation method of the combination evaluation of technology innovation and production research and research , and on the basis of this , it constructs the three - zone evaluation system , including enterprise , academic research institution and government , and makes theoretical evaluation on the combination effect of technological innovation and production and research .

In the fifth part , through the combination of the industrial technology innovation and the research and research of Henan Tianguan Enterprise Group and Nanyang Normal University ' s Life Science and Technology College , the author makes an empirical study on the application effect of the evaluation system by means of the Luo ' s rank grading method and the questionnaire investigation , and points out a series of practical problems which exist in the process of practical cooperation .

Based on the analysis of the combination of industrial technology innovation and production research , this paper puts forward the path and model of the combination of industry innovation and industry research in our country based on the experience of domestic and foreign countries . Finally , the paper develops the theory of industrial technology innovation , provides a better support for the combination of technology innovation and production and research , and provides decision - making reference for enterprises , academic research institutions and government industry innovation activities .
