东北三省对外开放度的比较研究

【摘要】：改革开放以来,东北三省对外开放程度明显提高。对外贸易发展较快,利用外资规模日益扩大,国际经济合作也取得了一定程度的进展。但不可否认的是,东北三省的对外开放程度在中国仍处于偏低的水平,特别是远远低于东部沿海发达地区。在这种现实状况下,扩大东北振兴过程中的对外开放必须要有新思路,并制定出符合实际情况的政策体系。要想实现经济的迅速发展,只有提高地区的整体竞争实力,坚持改革开放是改善人们物质和文化生活水平的必经之路。除了国内的贸易和投资的拉动,对外贸易以及外商直接投资对我国经济增长也起着重要作用。国家实施振兴东北老工业基地战略以来,东北三省对外开放的速度明显加快,层次和水平也得到了提升,但东北三省对外开放在一些方面存在着比较突出的问题。经济全球化发展需要互相合作,无论是经济上还是政治上,尤其是经济的发展更需要这种模式。东北三省格局,只有加强交流合作,才能更好的加强三省的开放力度,持续提升经济水平,这对东北三省来说是十分重要。本文首先从理论上阐述了贸易自由化对经济增长的作用机制、FD工对经济增长的作用机制,即对外开放对经济增长影响的两大作用机制。通过对对外开放含义的诠释,从衡量对外开放度多个指标中,选择了最具代表性的对外贸易和对外引资两个指标为主,对外投资比率及生产开放度为辅,来分析东北三省对外开放度差异关系影响。开放型区域经济合作正经济高度合作与发展是主要趋势,对全世界的经济发展与政治有利,可以说这样做法可以有效促进各国家的进步。本文采用理论与实证研究相结合,依据设计出的对外开放测评指标,通过分析东北三省对外开放的现状、存在的问题,从而提出了促进东北三省对外开放的具体对策与建议,提高东北经济水平要加大对外开放度,加强招商引资力度,提高外资利用率的观点,促进东北三省经济的整体发展。加强辽宁吉林黑龙江三省全方位合作,是加强对外开放的伟大战略,对于实现东北振兴十分必要。
[Abstract]:Since the reform and opening up, the three northeast provinces open to the outside world has improved significantly. The foreign trade develops rapidly, the scale of utilizing foreign capital expands day by day, and the international economic cooperation has made progress to a certain extent. But it is undeniable that the degree of opening to the outside world of the three northeastern provinces in China is still on the low side, especially far lower than the developed areas along the eastern coast. In this realistic situation, we must have a new way of thinking and formulate a policy system that accords with the actual situation in the process of opening up to the outside world in the process of rejuvenating Northeast China. In order to realize the rapid development of economy, the only way to improve people's material and cultural living standards is to improve the overall competitive strength of the region and adhere to the reform and opening up. In addition to domestic trade and investment, foreign trade and foreign direct investment also play an important role in China's economic growth. Since the implementation of the strategy of revitalizing the old industrial base in Northeast China, the speed of opening up to the outside world of the three Northeast provinces has been obviously accelerated, and the level and level have also been upgraded, but there are some outstanding problems in opening up to the outside world in the three provinces of Northeast China. Economic globalization needs to cooperate with each other, not only in economy but also in politics, especially in economic development. Only by strengthening the exchange and cooperation, can we strengthen the opening up of the three provinces and continuously improve the economic level, which is very important to the three Northeast provinces. In this paper, the mechanism of trade liberalization on economic growth is expounded theoretically, that is, the two mechanisms of the influence of opening to the outside world on economic growth. Through the interpretation of the meaning of opening to the outside world, we choose the most representative indicators of foreign trade and foreign investment, supplemented by the ratio of foreign investment and the degree of openness to production, among the indicators of the degree of openness to the outside world. To analyze the three Northeast provinces open to the outside degree of the relationship between the impact. Open regional economic cooperation is the main trend of high level economic cooperation and development, which is beneficial to the world's economic development and politics. It can be said that this approach can effectively promote the progress of various countries. This paper combines the theory with the empirical research, according to the designed evaluation index of opening to the outside world, through the analysis of the present situation and existing problems of the opening up of the three Northeast provinces, and then puts forward the concrete countermeasures and suggestions to promote the opening up of the three Northeast provinces to the outside world. To improve the economic level of Northeast China, we should increase the degree of opening to the outside world, strengthen the intensity of attracting investment, improve the utilization rate of foreign capital, and promote the overall development of the economy of the three provinces of Northeast China. It is a great strategy to strengthen the opening to the outside world to strengthen the all-round cooperation among the three provinces of Jilin, Heilongjiang, Liaoning, and it is necessary to realize the revitalization of Northeast China.
