中部六省资源、环境与社会经济协调发展的评估研究

【摘要】:中部地区居大陆腹地,地理交通承接东西,接近南北,经济文化汇集四面,辐射八方,被比喻为中国的“腰板”,对国家发展有重要的战略意义。改革开放以来,由于东部地区的沿海优势,西、中、东部三地区的发展距离渐渐拉大,国家经济和社会发展呈现由西向东逐渐发达的态势。东部的快速发展同时带来了大量问题,资源的浪费和流失;工业生产造成污染。这些环境、资源的恶化和浪费,转而拖慢发展速度,造成不利影响。2006年,“中部崛起”战略的提出,中部地区的经济发展,类似东部地区环境问题开始凸显,环境和生态方面恶化态势开始显现。在新发展形势的要求下,以往单纯评价经济发展理论已经不能满足可持续发展的要求,需要针对经济发展和环境的协调性进行新的考量。 本文运用鉴别力分析法,在分析中部六省的资源、环境、社会经济发展的状况基础上,结合中部六省社会经济发展特点,为评价中部地区社会经济发展和环境协调度建立一套科学的评价指标体系。 利用因子分析方法和主成分分析法,在各地资源和污染排放指标数据的基础上,测算各地资源环境综合指数,计算资源和环境污染约束下的绿色GDP值。并在全国范围内考量中部地区各省环境污染排放情况。建立SFA模型,依据环境综合指数以及绿色GDP值,依靠已经建立的评价体系分析了中部六省环境因素制约下的经济发展效率。结合中部地区人均污染排放和资源消耗指标,建立回归模型,研究模型得出的库茨涅茨(EKC)曲线,验证了经济发展、环境变化间的速度关系。研究最后计算了中部地区环境-经济协调系数。 本文建立了经济-资源-环境系统协调发展度评估模型,并分别测算了中部六省2000-2010年中,经济、资源、环境系统间两两协调度和三系统综合协调度,并进行了分析。 研究认为,中部地区由于技术和资本原因,等量经济成果的资源环境代价依然无法与东部地区相比,处于国内中游水平。在经济-资源-环境协调可持续发展的过程中,,已有的GDP评价标准因为无法体现经济发展中资源和环境代价,所以发展成果会被高估,需要提出一个能体现资源环境代价的新经济发展评判指标。研究也得出,在经济-资源-环境系统中,仅仅提高其中两系统的协调度,不一定能对整个系统的综合协调度产生积极影响,只有其中所有的两系统间协调度都提高了,才能保证整个系统的综合协调度提高。
[Abstract]:The central region lives in the hinterland of the mainland, the geographical transportation undertakes east and west, is close to the north and south, the economy and culture gather around, radiates the eight sides, is compared to the Chinese "waist board", has the important strategic significance to the national development. Since the reform and opening up, due to the coastal advantages of the eastern region, the development distance between the west, the middle and the east has gradually widened, and the economic and social development of the country has gradually developed from west to east. The rapid development of the east has brought a lot of problems at the same time, waste and loss of resources, pollution caused by industrial production. These environments, the deterioration and waste of resources, in turn slow down the pace of development and have a negative impact. In 2006, when the "Central China rise" strategy was put forward, the economic development of the central region, similar to the environmental problems in the eastern region, began to become prominent. Environmental and ecological deterioration is beginning to show. Under the request of the new development situation, the theory of economic development can not meet the requirements of sustainable development in the past, so it is necessary to consider the coordination of economic development and environment. Based on the analysis of the resources, environment and social and economic development of the six central provinces, this paper combines the characteristics of the social and economic development of the six central provinces by means of discriminant analysis. A scientific evaluation index system is established for the evaluation of social and economic development and environmental coordination in the central region. Using factor analysis method and principal component analysis method, based on the data of resource and pollution emission index, the comprehensive index of resources and environment is calculated, and the green GDP value under the constraint of resource and environment pollution is calculated. And in the national scope to consider the emission of environmental pollution in central provinces. The SFA model is established and the economic development efficiency under the restriction of environmental factors in six central provinces is analyzed according to the environmental comprehensive index and the green GDP value and the established evaluation system. Combined with the index of per capita pollution discharge and resource consumption in central China, a regression model was established, and the EKC curve obtained by the model was studied to verify the speed relationship between economic development and environmental change. Finally, the environmental-economic coordination coefficient in the central region is calculated. In this paper, an evaluation model of coordinated development of economic-resources-environment system is established, and the degree of coordination between economy, resources and environment systems and the comprehensive coordination degree of three systems are calculated and analyzed respectively in six provinces of central China from 2000 to 2010. The study shows that the resource and environment cost of the economic achievement in the central region is still in the middle of China compared with the eastern region due to the technical and capital reasons. In the process of coordinated and sustainable development of economy, resources and environment, the existing GDP evaluation criteria can not reflect the cost of resources and environment in economic development, so the results of development will be overestimated. It is necessary to put forward a new economic development evaluation index which can reflect the cost of resources and environment. The study also shows that in the economic-resource-environment system, only an increase in the degree of coordination between two of these systems does not necessarily have a positive impact on the overall degree of coordination of the system as a whole, only the degree of coordination between all of the two systems has improved.
