【摘要】：战略性新兴产业主要强调两点,一是“战略性”,二是“新兴性”。对黑龙江省而言,具有“战略性”意义的产业主要是能提高科技自主创新能力、引领未来老工业基地经济转型升级并发挥主导作用的产业。而“新兴性”产业是那些发展尚好却方兴未艾或产业链尚待完善的产业,其实产业的“新兴性”并不是指那些刚刚“兴起”的产业,其中很大一部分是来自于传统产业的改造升级,而这些产业主要强调新技术的使用,是发展潜力巨大并有广阔市场空间的产业。自2008年爆发的国际金融危机以来,世界格局及走势已发生重大变化,尤其是经济增长模式面临新的调整,全球产业发展已进入一个全面调整的新时期。纵观每一轮世界格局波动历程可以发现,历次重大经济危机都会催生一些新兴产业的出世与成长。战略性新兴产业作为新兴科技和新兴产业的深度融合,代表着未来产业和科技发展的方向,是世界各国竞相发展的重点。黑龙江省作为东北老工业基地的重要省份之一,拥有区位、产业基础、人力资源等诸多优势,在国家积极发展战略性新兴产业和振兴东北老工业基地的大方向上,全省应该把握住时机,抓住重点,促进黑龙江省战略性新兴产业发展。论文以黑龙江省培育发展战略性新兴产业为研究对象,以经济理论为指导,借鉴产业经济学、区域经济学、发展经济学等相关理论,对全省战略性新兴产业发展现况进行了剖析：认为黑龙江发展战略性新兴产业的基础雄厚,技术创新能力潜力大,在高端装备制造、新材料、生物科技产业等领域初步发展形成了一批企业和产业集群,产业发展具有突破潜力和市场空间,面临着难得的机遇。总的来看,黑龙江省战略性新兴产业尚处于起步初期,主要是存在产业规模小、附加值不高和科技创新投入水平低等问题。研究提出了黑龙江省战略性新兴产业的发展思路：主要是应立足现有基础,突出重点,坚持与区域经济发展战略相融合,在充分考虑资源禀赋、产业基础、科研实力、规划布局等条件的基础上,将传统产业技术改造升级和发展战略性新兴产业结合起来,在传统产业的优化升级中培育和发展战略性新兴产业。论文着重对发展战略性新兴产业的政策措施提出了建议：主要是应进一步强化经济政策在战略性新兴产业发展中的作用,加强科技创新能力建设,加大研发投入,加快传统产业技术改造与发展战略性新兴产业的力度,推动战略性新兴产业集群式发展,克服和防止发展战略性新兴产业的短期行为等。
[Abstract]:Strategic emerging industries mainly emphasize two points, one is "strategic", the other is "emerging." For Heilongjiang Province, the industries with "strategic" significance are the industries which can improve the independent innovation ability of science and technology, lead the economic transformation and upgrade of the old industrial bases in the future and play a leading role. And "emerging" industries are industries that are well developed but still in the ascendant, or where the industrial chain is still to be perfected. In fact, the "emerging" nature of the industry does not refer to those industries that have just "risen". A large part of them comes from the transformation and upgrading of traditional industries, which emphasize the use of new technologies and are industries with great development potential and broad market space. Since the international financial crisis broke out in 2008, great changes have taken place in the world pattern and trend, especially the new adjustment of the economic growth model, and the global industrial development has entered a new period of comprehensive adjustment. Looking at every round of world pattern fluctuation, we can find that every major economic crisis will lead to the birth and growth of some new industries. As the deep integration of emerging technology and emerging industry, strategic emerging industry represents the direction of future industry and technology development, and is the focus of the development of various countries in the world. Heilongjiang Province, as one of the important provinces of the northeast old industrial base, has many advantages, such as location, industrial base, human resources, and so on. In the general direction of the country actively developing strategic emerging industries and revitalizing the northeast old industrial base, The province should seize the opportunity and focus on promoting the development of strategic emerging industries in Heilongjiang Province. The thesis takes the cultivation and development of strategic emerging industries in Heilongjiang Province as the research object, takes the economic theory as the guidance, and draws lessons from the relevant theories such as industrial economics, regional economics, development economics, etc. This paper analyzes the current situation of the development of strategic emerging industries in Heilongjiang province: it is believed that Heilongjiang has a strong foundation for developing strategic emerging industries, great potential for technological innovation, manufacturing of high-end equipment, and new materials. A group of enterprises and industrial clusters have been formed in the fields of biotechnology industry and so on. The industrial development has the breakthrough potential and the market space, and faces the rare opportunity. In general, the strategic emerging industries in Heilongjiang Province are still in their infancy, mainly due to the problems of small scale, low added value and low level of investment in scientific and technological innovation. The paper puts forward the development ideas of strategic emerging industries in Heilongjiang Province: it should be based on the existing foundation, stress the key points, adhere to the integration with the regional economic development strategy, and fully consider the resource endowment, industrial basis, scientific research strength. On the basis of planning and layout, this paper combines the technological transformation and upgrading of traditional industries with the development of strategic emerging industries, and cultivates and develops strategic emerging industries in the optimization and upgrading of traditional industries. The paper puts forward some suggestions on the policy measures of developing strategic emerging industries: it should further strengthen the role of economic policies in the development of strategic emerging industries, strengthen the construction of scientific and technological innovation capacity, and increase R & D investment. Accelerating the technical transformation of traditional industries and developing strategic emerging industries, promoting the cluster development of strategic emerging industries, overcoming and preventing the short-term behavior of developing strategic emerging industries, etc.
