乌鲁木齐市产业结构调整和主导产业选择研究

【摘要】：经济的快速、稳定、健康发展绝不离开合理的产业结构，产业结构的不断改善促进经济的快速发展。产业结构的这种改善建立在详细的，合情合理的分析研究上。本文在大量的文献查阅和调查的基础上，对乌鲁木齐产业结构进行了理论研究和科学分析。乌鲁木齐产业结构的研究通过以下三种分析方法展开，即变动度（产业结构的变化程度）、偏离度（检验产业结构的特别有效方法之一）和偏离一份额分析法（SSA分析法）。总结出了乌鲁木齐产业结构中最明显的问题。乌鲁木齐是新疆的最重要、最大的综合性生产基地，是我国向西连接的通道和对外经济贸易的重要出口，战略地位具有极大的优势。因此,乌鲁木齐产业结构的优化和城市经济的快速发展对全疆、全国具有极大的重要意义。从乌鲁木齐经济发展的现状出发，应用区域经济研究的相关理论和方法，对乌鲁木齐的产业结构进行了研究，且根据分析结果给出了一定的调整措施和建议。通过对乌鲁木齐产业结构的分析，笔者认为，改革开放以来乌鲁木齐市的产业结构面向工业化成熟阶段的转化。乌鲁木齐具有“大城市,小郊区”的地区结构,也有第一产业发展的限制因素,因此产值占GDP的比重不足2%。可作为新疆的政治、经济、文化中心,第二、第三产业高度聚集,社会化和工业化的程度比较高。乌鲁木齐是全疆第三产业最发达的城市,2000年第三产业占GDP的比重高达61.68%，所以，要结合乌鲁木齐区情进行调整，可达到改善和提升产业结构的目的。我们以乌鲁木齐目前的产业结构特色为出发点，运用相关的科学知识和研究方法，在本文里建立了区域主导产业评价指标体系，利用区位熵法和实证研究，进行各产业对比，筛选出乌鲁木齐的主导产业。通过分析，本文筛选出以下产业可以作为乌鲁木齐今后一段时间内的主导产业，即交通运输及仓储业、建筑业、批发零售业、餐饮业和其他服务业。此研究结论与乌鲁木齐社会经济发展的基本状况相符合，，拥有比较出色的客观性和现实性。
[Abstract]:The rapid, stable and healthy development of the economy never leaves the rational industrial structure, and the continuous improvement of the industrial structure promotes the rapid development of the economy. This improvement of industrial structure is based on detailed and reasonable analysis and research. On the basis of a lot of literature review and investigation, this paper makes a theoretical study and scientific analysis on the industrial structure of Urumqi. The research on the industrial structure of Urumqi is carried out by the following three analytical methods: the degree of variation (the degree of change of industrial structure, the degree of deviation (one of the most effective methods for testing industrial structure) and the method of deviating from one share analysis method. Summed up the most obvious problems in the industrial structure of Urumqi. Urumqi is the most important and largest comprehensive production base in Xinjiang. It is the channel connecting to the west and the important export of foreign economy and trade. Therefore, the optimization of Urumqi industrial structure and the rapid development of urban economy are of great significance to the whole Xinjiang. Based on the present situation of economic development in Urumqi, this paper studies the industrial structure of Urumqi by applying the relevant theories and methods of regional economic research, and puts forward some adjustment measures and suggestions according to the analysis results. Based on the analysis of the industrial structure of Urumqi, the author thinks that the industrial structure of Urumqi has been oriented to the transformation of the mature stage of industrialization since the reform and opening up. Urumqi has the regional structure of "big city, small suburb" and the limiting factor of the development of primary industry, so the proportion of output value in GDP is less than 2%. It can be regarded as the political, economic and cultural center of Xinjiang. Second, the tertiary industry is highly concentrated, and the degree of socialization and industrialization is relatively high. Urumqi is the most developed city of the tertiary industry in Xinjiang. The proportion of tertiary industry in GDP reached 61.68 in 2000. Therefore, it is necessary to adjust the situation of Urumqi to improve and upgrade the industrial structure. Taking the current industrial structure characteristics of Urumqi as the starting point, using the relevant scientific knowledge and research methods, we have established the regional leading industry evaluation index system in this paper, using the location entropy method and empirical research, to carry on the comparison of various industries. Screen out the leading industry in Urumqi. Through analysis, the following industries can be selected as the leading industries in Urumqi for some time to come, namely, transportation and storage industry, construction industry, wholesale and retail industry, catering industry and other service industries. This conclusion accords with the basic condition of Urumqi's social and economic development, and has excellent objectivity and reality.
